CHAPTER 12

1 GENERAL PROVISIONS

Section 12-1.01 Adopted.

There is hereby adopted in this title a zoning plan for the City, such zoning plan being a districting plan as provided by law. This plan, which will be noted and cited as the "Zoning Ordinance" of the City, classifies and regulates the uses of land, buildings and structures within the City in accordance with the General Plan. The provisions contained in this title are necessary to assure orderly and beneficial development of the City, to encourage the most appropriate uses of land; to maintain and stabilize the value of property, to safeguard the public health and welfare, and to create a comprehensive and stable pattern of land uses upon which to plan transportation, water supply, sewage, schools, park and other facilities and public utilities.

Section 12-1.02 Purpose.

The purpose of this title is to promote the growth of the City in an orderly manner and to promote and protect the public health, safety, comfort and general welfare.

Section 12-1.03 Conformance.

(a) 
No structure shall be erected, reconstructed, enlarged, altered or moved, nor shall any building or land be used or maintained except as specifically provided and allowed in this title.
(b) 
The establishment of an accessory use shall be prohibited without first legally establishing a primary use.
