The Zoning Hearing Board as now constituted is hereby continued. Each member shall serve until the expiration of his or her present term. Said Board shall consist of three residents of the Township of Shaler appointed by resolution by the Board of Commissioners. Members of the Hearing Board shall hold no other elected or appointed office in the Township nor shall any member be an employee of the Township. The members of the Board and their successors shall serve for a term of three years, and their terms shall be so fixed that the term of office of one member shall expire each year. The Board shall promptly notify the Commissioners of any vacancy which may occur. Any vacancies shall be filled for the unexpired term only. The members of the Hearing Board may be removed for malfeasance, misfeasance or nonfeasance in office by a majority vote of the Board of Commissioners, taken after the member has received 15 days' advance notice of the intention to take such a vote. A hearing shall be held in connection with the vote if the member shall request it in writing. The Board shall elect its officers from its own membership, who shall serve annual terms as such and may succeed themselves. For the conduct of any hearing and the taking of any action, a quorum shall be not less than a majority of all members of the Board, but the Board may appoint a hearing officer from its own membership to conduct any hearing on its behalf. The Board may make, alter and rescind rules and forms for its procedure, consistent with ordinances of the municipality, the Pennsylvania Municipalities Planning Code, and laws of the commonwealth. The Board shall keep full public records of its business and shall submit a report of its activities to the governing body once a year.
