CHAPTER 15

MEASUREMENTS AND EXCEPTIONS

10-15-1: LOT AREA:

Lot area is measured as the total ground-level surface area contained within the property lines of a lot. (Ord. 2025-1446, 10-9-2025)

10-15-2: FLOOR AREA:

The floor area of a building is measured as the sum of the gross horizontal areas of all floors of the subject building, measured from the outside of the exterior walls, excluding basements, cellars, open porches, breezeways, and garages. Space devoted to off-street parking or loading is not included in floor area calculations. (Ord. 2025-1446, 10-9-2025)

10-15-3: FRONTAGE OR STREET FRONTAGE:

Street frontage is measured between side property lines of a lot along the property line that abuts the street. (Ord. 2025-1446, 10-9-2025)

10-15-4: LOT WIDTH

Lot width is measured as the horizontal distance between the side lot lines measured at right angles to the lot depth at the established front building line. (Ord. 2025-1446, 10-9-2025)

10-15-5: STREET FRONTAGE (OR FRONTAGE):

Street frontage is measured between side property lines of a lot along the property line that abuts a public street or permanent easement of access to a public street. For purposes of determining compliance with lot and building regulations, the street frontage of a lot that abuts a cul-de-sac or similarly curved non-arterial street may be measured along the required setback line. 10-15-6: SETBACKS:

   A.   Measurement: Required setbacks are measured from the applicable lot line or right-of-way line. Building setbacks are measured to the nearest exterior building wall. Minimum setbacks that apply to other features (e.g., parking areas) are measured from the nearest point of the area or feature for which a setback is required.
      1.   Street setbacks are measured from the actual right-of-way line of the street (other than an alley).
      2.   Interior side setbacks are measured from a side lot line that does not abut a street.

      3.   Rear setbacks are measured from the rear lot line, except on double-frontage lots. On double-frontage lots, street setbacks apply from all property lines that abut streets.

   B.   Setbacks on Irregular Lots: Setbacks are measured from lot lines towards the center of the lot, as follows:
      1.   Generally, setbacks are measured as set out in Section 10-15-6A.
      2.   When lot lines are curvilinear, setbacks must be measured parallel to the curvilinear lot line.

      3.   When there are multiple rear lot lines, the rear setback must be measured from each of rear lot lines.

      4.   When there is no rear lot line, the rear setback must be measured as a radial distance from the intersection of side lot lines at the rear of the lot.

   C.   Permitted Setback and Yard Obstructions in A Zoning Districts: Setbacks and yards in A zoning districts must be unobstructed and unoccupied from the ground to the sky except as indicated in Table 15-1 or as expressly stated in other provisions of this zoning ordinance.

   D.   Minor Discrepancies: After submission of plans and specifications reflecting compliance with setback requirements, encroachments of residential buildings or structures that do not exceed one inch are not to be considered a violation of applicable setback requirements. 10-15-7: BUILDING COVERAGE:

Building coverage is the total area of a lot covered by principal and accessory buildings. Only building areas beneath a roof are counted for purposes of measuring building coverage. A porch with a roof, for example, is counted, but an uncovered deck structure is not considered building coverage. (Ord. 2025-1446, 10-9-2025)

10-15-8: BUILDING HEIGHT:

   A.   Measurement: Building height is measured as the vertical distance from grade to the highest point of the coping of a flat roof or to the deck line of a mansard roof, or to the mean height level between eaves and ridge for gable, hip or gambrel roofs. For the purpose of measuring height, grade is the existing or established grade at the building setback line midway between side lot lines.
   B.   Exceptions: Chimneys, parapet walls, elevator bulkheads, mechanical equipment penthouses, belfries, clock towers, cupolas, domes, spires, and similar non-habitable essential building features may exceed maximum building height limits, provided they are not used or intended for human occupancy. 10-15-9: OTHER HEIGHT MEASUREMENTS:

The height of structures other than buildings is measured as vertical distance from the average finished grade at the base of the structure to the highest point of the structure. Unless otherwise expressly stated, the height of a structure may not exceed the maximum building height allowed in the subject zoning district. (Ord. 2025-1446, 10-9-2025)

10-15-10: OCCUPANCY:

For the purpose of determining compliance with standards or requirements based on building occupancy or capacity, calculations must be based on the building code. (Ord. 2025-1446, 10-9-2025)
