CHAPTER 2

RESIDENTIAL DISTRICTS

10-2-1: THE DISTRICTS:

The residential zoning districts are listed in Table 2-1. When this zoning ordinance refers to "residential" zoning districts or "A" districts, it is referring to these districts.

10-2-2: PURPOSES:

Residential zoning districts are primarily intended to create, maintain, and promote a variety of housing opportunities for individual households and to maintain and promote the desired physical character of existing and developing areas of the village. While the districts primarily accommodate residential uses, some nonresidential uses are also allowed. The A districts are primarily differentiated on the basis of allowed building types, density and lot and building regulations. (Ord. 2025-1446, 10-9-2025)

10-2-3: USES:

Uses are allowed in A districts in accordance with the use regulations of Section 10-5-1. (Ord. 2025-1446, 10-9-2025)

10-2-4: BUILDING TYPES:

   A.   Allowed residential uses must occupy residential buildings, which are allowed in A districts in accordance with Table 2-2.
   B.   Allowed nonresidential uses (e.g., public and civic uses) may occupy nonresidential buildings, which are allowed in A districts in accordance with Table 2-2.

10-2-5: DETACHED HOUSES:

   A.   Description: A detached house is a principal residential building that contains only one dwelling unit and is located on a single lot that is not occupied by other principal buildings.
   B.   Lot and Building Regulations:
      1.   Detached houses are subject to compliance with the lot and building regulations of Table 2-3. These regulations are not to be interpreted as a guarantee that allowed densities and development yields can be achieved on every lot or subdivision. Other factors, such as central water and sewer service availability, environmental constraints, and other requirements of this ordinance and the village code may sometimes work to further limit development potential.
      2.   General exceptions to these regulations and rules for measuring compliance can be found in Chapter 15. Regulations governing accessory uses and structures can be found in Chapter 6.

   C.   Table Notes1: The following notes refer to the bracketed numbers (e.g.," [1]") in Table 2-3:
      1   Commentary: Nearly all A-2-zoned lots in existence on the effective date of this zoning ordinance (see Section 10-1-3) were "approved with variance." Variances to minimum lot area, lot width, or setback regulations may be considered in the future on a case-by-case basis, when such variances are consistent with surrounding lot and building patterns.
         [1]:   Minimum lot area and lot width requirements for the A-2 zoning district are as shown in Table 2-3 or as indicated on a plat of the subject lot recorded on or before the effective date of this zoning ordinance (see Section 10-1-3), whichever area or dimension is less. A-2-zoned lots lawfully recorded on or before the effective date of this zoning ordinance are deemed to comply with the minimum lot area and lot width requirements of this zoning ordinance.
         [2]:   Minimum building setback requirements for lots in the A-2 zoning district are as shown in Table 2-3 or as indicated on a plat of the subject lot recorded on or before the effective date of this zoning ordinance (see Section 10-1-3), whichever dimension is less. Principal buildings lawfully established on A-2-zoned lots on or before the effective date of this zoning ordinance are deemed to comply with the minimum building setback requirements of this zoning ordinance.
         [3]:   Floor area calculations include total floor area of heated and finished living space on first, second and third floors only (measured from the outside of exterior walls). Floor area calculations expressly exclude basements, cellars, garages, porches, breezeways, balconies, and other spaces not used for living, eating, or sleeping purposes.
         [4]:   Garages must be rear- or side-loaded so that the vehicle entrance does not face the street. Windows must comprise at least fifteen percent (15%) of any street-facing, exterior garage wall. Detached garages must be connected to the principal building by a roofed structure.

10-2-6: NONRESIDENTIAL BUILDINGS:

   A.   Description: A nonresidential building is a principal building occupied by a nonresidential use.
   B.   Lot and Building Regulations:
      1.   Nonresidential buildings are subject to compliance with the lot and building regulations of Table 2-4. These regulations are not to be interpreted as a guarantee that allowed development yields can be achieved on every lot. Other factors, such as central water and sewer service availability, environmental constraints, and other requirements of this ordinance and the village code may sometimes work to further limit development potential.
      2.   General exceptions to these regulations and rules for measuring compliance can be found in Chapter 15. Regulations governing accessory uses and structures can be found in Chapter 6.
