- SITE DEVELOPMENT REGULATIONS
This article establishes minimum site development regulations and other special requirements for each of the primary zoning districts. Unless modified by other provisions of this article or this chapter, the dimensional regulations given in this article are the minimum requirements for lot area, width, frontage, and yards of all land uses established in the town after the effective date of the ordinance from which this chapter derives or any subsequent amendment thereto. In addition this article establishes the maximum building height to which buildings may be erected and/or the bulk thereof. Site development regulations of this article along with applicable supplementary regulations expressed elsewhere in this chapter are cumulative and in case of conflict the greater requirement shall control.

The minimum lot area, required frontage along public streets and width at the building line of residential lots are set out in Table 5.1 below.
(1)
Usable lot area. In all cases where a minimum lot area is required for residential uses, not more than 15 percent of such required lot area shall be land that is unusable as a result of severe physical or environmental conditions. For this requirement, unusable land includes any land with slopes of 20 percent or greater, land in a designated floodplain, or any other area that has been determined to be environmentally sensitive.

Minimum lot area for residential uses not served by public water and sewerage systems.
a.
For lots containing or intended to contain a single-family dwelling not served by public water and sewerage systems, the minimum lot area shall be not less than 20,000 square feet. The required area for any such use shall be approved by the health official. The zoning administrator may require a greater area if considered necessary by the health official.
b.
For lots containing or intended to contain a single-family dwelling when served by public water and not served by public sewers, the minimum lot area shall be not less than 15,000 square feet.
c.
This subsection shall not be construed to permit a smaller lot size than otherwise required in the zoning district in which the residential use is located.

(a)
General height requirements. Buildings and structures may be constructed to the heights listed in Table 5.3 unless otherwise modified in this subsection and/or in Article VI.

Adjustments.
(1)
Dwellings. The height limit for dwellings when permitted in a district may be increased up to 45 feet and up to three stories provided each side yard is increased one foot for each additional foot of height over 35 feet.
(2)
Church or other semi-public building. A church or other place of worship, school or hospital building when permitted in a district may be erected to a height of 60 feet provided the required front side and rear yards shall be increased one foot for each three feet of building height over 35 feet.

The setback from the street, or front yard, applicable to lots abutting those streets or segments thereof named in this section shall [be] the greater of the following:
Thirty feet from the existing street right-of-way line, or:
(1)
Along U.S. 58 from the easterly city limits to Maple Lane, the setback shall be not less than 90 feet* from the centerline of the existing road.
* This allows for the following: a 24-foot median including left turn cutouts, two main 12-foot lanes, a right-turn cutout, 12 feet for sidewalks and/or shoulder treatment. Add to that a 30-foot front yard. Overall the ROW increments add to 120 feet and with 30-foot wide setbacks on each side, the separation between buildings is 180 feet.

Along U.S. 58* from Wilson Street to the westerly city limits, the setback shall be 90 feet from the centerline of the existing street.

Along Maple Lane from Ogburn Street to the Route 58 bypass, 90 feet from the centerline of the street.
(4)
Along Route 1 north from Ferrell Street to the town limits, 90 feet from the centerline of the street.
(5)
Along the Route 58 bypass (on both sides), 50 feet from the VDOT right-of-way.
