MANUFACTURED HOME PARK DISTRICT
The manufactured home park district, abbreviated the "MHP" district, is intended to provide for the development and operation of attractive, well-planned manufactured home communities with adequate amenities and facilities that are appropriate for a residential neighborhood. The use of property within manufactured homes parks is limited to manufactured homes that are built to current standards of the Manufactured Housing Construction and Safety Standards Act, adopted by Congress in 1976, and/or as subsequently amended and their associated accessory uses. The requirements applicable within the manufactured home park district are intended to enable the provision of moderate cost housing within a desirable living environment, while ensuring compatibility with surrounding land uses and available services.

A manufactured home park (MHP) district shall be established by amendment to the official zoning map in accordance with the provisions of article XVI and the site plan requirements of article X.

The intent of this chapter concerning a discontinued or failed project is as follows. Should a development project for which a manufactured home park district was established be terminated or discontinued for any reason prior to the commencement of substantial construction pursuant to an approved site plan, or should there be no substantial progress made in constructing the project after two years following the establishment of the MHP district, the MHP plan approval shall be void. In addition, the zoning district that was established for the MHP may be repealed through a rezoning action, provided such rezoning is initiated by the owner, the town planning commission or the town council under procedures established in article XVI.

A manufactured home park district may be authorized within any R1-40 transitional suburban residential district residential zoning district subject to an acceptable plan of development presented with the rezoning application and development standards set out in this article or elsewhere in this chapter when applicable to manufactured homes.

Only the following uses and structures shall be permitted in a MHP district:
(1)
A planned manufactured home park.
(2)
Individual manufactured homes located on prepared sites pursuant to this article.
(3)
Uses and structures within manufactured home parks intended for the use of or service to residents of the manufactured home park, including: parks, playgrounds and recreational facilities; administration, maintenance and storage facilities; laundry facilities; and utilities.
(4)
Uses and structures accessory to individual manufactured home units.
(5)
Utility service facilities such as pumping stations, electrical transformer stations and similar facilities necessary for rendering public utility services to the residents of the manufactured home park are permitted within a MHP; provided, however, facilities designed to serve the larger community such as sewage or water treatment plants and the like are not permitted within a MHP.

(a)
Minimum areas.
(1)
A manufactured home park shall have a minimum area of not less than ten acres.
(2)
Each individual manufactured home site or space shall have within its perimeter a space which has an area of not less than 5,000 square feet and a width of not less than 50 feet.
(3)
The average gross density of the entire MHP shall not exceed four living units per acre.
(b)
Minimum yards and setbacks.
(1)
Every manufactured home, building, or structure located within a manufactured home park shall be provided with a yard on the side of the main entrance to the dwelling of not less than 25 feet; on the side facing the access road of not less than 25 feet; and on the other sides of not less than 15 feet.
(2)
Yards of not less than 25 feet shall be provided between public streets or roads and all manufactured homes, buildings, and structures.
(c)
Buffer strip. A buffer strip of not less than 50 feet in depth shall be provided adjacent to all boundaries of a manufactured home park except those abutting a public street. Such buffer shall not be occupied by any manufactured home space, roadway, building, structure or improved area for active use, and shall be maintained with natural vegetation and supplemented where necessary with additional evergreen vegetative material so as to constitute effective screening from any adjacent residential properties at all times of the year.

(a)
Private roadways. All private roadways within manufactured home parks shall be paved with hard surface material and shall be constructed and maintained by the owner of the manufactured home park in accordance with standards for secondary roads or other standards approved by the town manager.
(b)
Water and sewer connections. Every manufactured home park shall be provided with connections to the water and sewerage system of the town. Water and sewer mains constructed within the manufactured home park shall be constructed and tested in conformance with the town's standards and easements shall be deeded to the town for maintenance of such.
(c)
Refuse collection. Areas for the collection of garbage, trash and recyclables shall be provided pursuant to the policies of the town.
(d)
Recreational areas. Every manufactured home park shall include within its boundaries areas for outdoor recreational purposes for common use by residents of the manufactured home park. Such areas shall in the aggregate consist of not less than 2,500 square feet for each planned manufactured home space within the manufactured home park and shall be suitably improved and maintained for recreational purposes.

Skirting shall be provided around the base of every manufactured home, and steps, porches and other appurtenances shall be permanent in nature and construction. Tiedowns shall be provided on all manufactured homes, and all other requirements of the Virginia Uniform Statewide Building Code shall be met. Storage tanks and other outdoor utility facilities shall be screened from view.

(a)
Preliminary site plan. A preliminary site plan showing the proposed development plan for the manufactured home park shall be submitted with the application for rezoning according to the requirements for preliminary site plans in article X.
(b)
Final site plan. If the town council approves the rezoning for a manufactured home park, a final site plan shall be submitted to the zoning administrator within six months pursuant to the requirements for final site plans in article X.

No building permit or certificate of occupancy shall be approved by the zoning administrator or issued by the building official unless and until all other required permits and approvals are obtained from local and state agencies.
