ZONING DISTRICTS ESTABLISHED; ZONING MAP
The city is divided into the following zoning use districts:
(1)
R-1, single-family district.
(2)
R-2, duplex residence district.
(3)
R-3, general residence district.
(4)
R-4, multifamily residential district.
(5)
CGMU, Concord Gateway mixed-use district.
(6)
MMM, mixed markets and makers district.
(7)
C-1, retail business district.
(8)
GB, general business district.
(9)
I-1, light industrial district.
(10)
I, industrial district.
(11)
MH, mobile home district.
(12)
NRDD, North Riverfront development district.
(13)
RT, railroad transportation district.
(14)
PUD, planned unit development district.
The city also contains the following overlay or special purpose subdistricts:
(1)
Mississippi River Critical Corridor Area district.
(2)
Shorelands district.
(3)
Floodplain district.
(4)
South St. Paul Municipal Airport Safety Zones (see Appendix A).

(a)
The boundary lines of the various zoning districts established by this chapter are hereby established and indicated as shown on a map entitled "Zoning District Map, City of South St. Paul, Minnesota," or "Official Zoning Map," which is approved and on file with the city clerk. The zoning district map and all notations, references, and other information shown thereon shall have the same force and effect as if fully set forth herein and is hereby incorporated in and made part of this chapter by reference.
(b)
Zoning district boundaries follow lot lines, railroad right-of-way lines, the center of watercourses, the corporate limit lines, centerline of streets and alleys, all as they existed upon the effective date of the ordinance from which this chapter is derived. Where district boundary lines do not follow any of the described lines given in this section, the district boundary lines are established by measurement on the official zoning map on file with the city clerk.
(1)
Appeals from the code enforcement officer's determination concerning the exact location of a zoning district boundary line shall be heard by the city council following review and report by the city planning commission.
(2)
When any street, alley, or other public right-of-way is vacated by official action of the city, the zoning district classification of land abutting the centerline of said street or other public right-of-way shall not be affected by such proceedings, nor shall the district boundary be affected thereby.
