It is the right of any developer to request a preapplication conference prior to formal submission of an application for development. At this conference, the developer shall meet with the applicable Board professionals or portion thereof as determined by the Land Development Board Chairman or his or her designee. The developer shall not be required to submit any fees for such informal review. The developer shall not be bound by any concept plan for which review is requested, and the applicable Board shall not be bound by any such review. The purpose of this conference shall be to review development ideas and concepts and point out any obvious problems and make suggestions as to revisions. The Land Development Ordinance requirements may be discussed with the developer to ensure that all applicable provisions, including those for establishing an escrow account, are understood and will be met.
