- INTENT AND PURPOSE
The intent of this document is to establish a comprehensive land use regulation ordinance to serve the Village of Stickney. It is intended that the ordinance will regulate the use of property in the Village of Stickney.
This comprehensive amendment to the zoning ordinance of Stickney is adopted for the following purposes:
(1)
To promote and protect the public health, safety, morals, comfort, convenience and general welfare of the people of Stickney and of the Village of Stickney.
(2)
To regulate the use of property located in or adjacent to the Village of Stickney in such a manner as to conserve and enhance its value, consistent with the other purposes of this ordinance.
(3)
To ensure adequate light, air, and open space in areas where people live and work.
(4)
To minimize congestion and promote the use of land consistent with the ability of the village to furnish adequate public services and roads.
(5)
To regulate the use of land and buildings so as to prevent blight and slums.
(6)
To protect residential, business and manufacturing districts from harmful encroachment by incompatible uses to prevent or minimize the incompatible use of property.
(7)
To avoid undue concentration of population.
(8)
To promote rational patterns of land use relationships between residential and nonresidential areas.
(9)
To prevent additions to or alterations of existing buildings and structures which would not comply with the restrictions and limitations imposed herein.
(10)
To preserve and increase those amenities which are characteristics of the village.
(11)
To provide convenient access to property.
(12)
To relieve congestion through adequate requirement for off-street parking and loading facilities.
(13)
To preserve and maintain the essential character of the village as it exists as of the date of adoption of this comprehensive ordinance.
(14)
To isolate or control the location of unavoidable nuisance-producing uses.
(15)
To provide for protection against fire, explosion, noxious fumes or other hazards in the interest of the public health, safety and welfare.
(16)
To provide for the orderly and functional arrangements of land uses and buildings.
(17)
To establish and conserve neighborhoods.
(18)
To lessen or avoid hazards to persons and damage to property resulting from the accumulation of run-off, storm[water] or floodwater.
(19)
Facilitate the adequate provision of transportation, utility systems, schools, parks, and other public requirements.
(20)
To encourage aesthetic use of property and buildings.
(21)
To provide for the gradual elimination of nonconforming uses of land and building structures which adversely affect the character or value of property in each district.
(22)
To define the powers and duties of the administrative officers and bodies as provided hereinafter, and to provide for the enforcement of this ordinance or of any amendment thereto.
