CHAPTER 9A

OR-2, OFFICE RESEARCH DISTRICT

11-9A-1: GENERAL REQUIREMENTS:

   A.   Purposes And Intent: The purpose of the Office Research District regulations is to:
      1.   Permit the development of office, service, research, testing or laboratory uses with low building coverage, extensive landscaping and minimal exterior storage.
      2.   Provide a transition between residential uses and more intensive commercial and industrial uses.
      3.   Encourage scenic "gateways" along major highways into the Village and discourage strip commercial development along such highways.
   B.   General Conditions: Uses allowed in the Office Research District are subject to the following conditions:
      1.   All activities including business, service, research, product development, sales, storage, merchandise display, testing and manufacturing operations, except off street parking and loading, shall be conducted within completely enclosed buildings.
      2.   Prior to the issuance of a building permit for the construction of a principal building on a lot or parcel, a site plan showing building locations, setbacks, parking areas and drives, sign locations, and landscaping shall be submitted to the zoning official. The official shall forward the site plan to the Village Board for referral to the Planning Commission/Zoning Board of Appeals for recommendation. After receiving the Planning Commission/Zoning Board of Appeals' recommendation, the Village Board shall take final action. The Planning Commission/Zoning Board of Appeals may recommend and the Village Board may stipulate such conditions on the approval of a site plan it deems necessary to assure that the proposed development meets the purpose and intent of the Office Research District and does not create traffic problems or adverse environmental effects.
      3.   No building, structure or land within one hundred feet (100') of a residence shall be used in connection with the operation of any establishment. Off street parking spaces shall be located no closer than fifty feet (50') from a residence district boundary line, and shall be screened from view from the residential districts.
      4.   No use is permitted which would be or would create a nuisance due to excessive noise, smoke, vibration, odor, glare, or light. Any use in the Office Research District shall comply with applicable performance standards as set forth for manufacturing districts in this title.
      5.   Any use or activity involving explosive products prohibited under manufacturing districts is prohibited in any Office Research District. (Ord. 2002-07-23A, 7-23-2002; amd. Ord. 2018-03-20C, 3-20-2018)
