CIVIC ZONING DISTRICTS

Sec. 106-8.1.- General.

A.

Purpose. The purpose of the civic zoning districts is to provide zoning criteria and development standards for those public land uses and facilities that are necessary to serve the community at large, conserve environmentally sensitive features and natural areas, or provide recreational amenities that enhance the quality of life for the residents of the city.

B.

Applicability and intensity.

1.

The civic zoning districts are appropriate for land in all character areas of the city General Plan. The civic zoning districts have no minimum lot size

2.

As these civic districts are appropriate in all character areas they are likewise intended to work in conjunction with and adhere to all articles of the Planning and Engineering Design Standards (PEDS) of Chapter 107 of this ordinance and any specific standards outlined below.

C.

Review and process. A type 3 review is required to establish any of the civic zoning districts. All development within the public facilities or any of the open space zoning districts shall require a type 1 site plan review prior to application for a building and/or grading permit. Some proposed uses may require a type 3 review for conditional use permits per Table 106-1c in Article 1 of this chapter.

Sec. 106-8.2. - Open space conservation (OS-1) zoning districts.

A.

Purpose. The purpose of the open space conservation (OS-1) zoning district is to conserve, protect and enhance natural open spaces such as but not limited to: desert washes and flood plains; environmentally sensitive lands, wildlife habitats, and steep hillside; .....i§ historic or archeological sites; and open space lands within the community. The primary purpose of designating these areas is to raise the degree of assurance that designated open space for conservation will remain undeveloped while allowing limited passive recreational uses such as hiking, horseback riding, and bicycling in a natural setting.

B.

Development standards.

1.

Given the conservation purpose of this zoning district the minimum parcel size necessary to establish OS-1 zoning is ten (10) acres and shall follow the locational hierarchy identified in Section 104-1.10 of this ordinance.

2.

Private lands that are proposed to be zoned for OS-1 shall require the express written consent of the property owner(s).

3.

Unpaved or paved trails or paths are permitted for use only by pedestrians, non-motorized vehicles, and horses (where specifically designated). Limited access is permitted for maintenance and emergency vehicles only. Use of motorcycles all-terrain vehicles (ATVs) or off-highway vehicles ("OHVs") is prohibited.

4.

Picnic areas, sitting areas, scenic lookouts, shade structures, and restrooms may be permitted as accessory uses, subject to minimal disturbance and revegetation of the areas disturbed during construction of these amenities.

5.

Drainage facilities and utility easements shall be revegetated to be consistent with the surrounding natural vegetation.

Table 106-8a below is specific to individual parcels, tracts, or lots and identifies the dimensional standards required for any proposed improvements within the OS-1 zoning district.

Sec. 106-8.3. - Open space recreation (OS-2) zoning district.

A.

Purpose. The purpose of the open space recreation (OS-2) zoning district is to conserve and protect those lands agreed to be developed for recreational uses through the plan approval process. The primary purpose of designating these areas is to raise the degree of assurance that designated open space for recreational areas will be preserved as such as well as to further the goals and objectives of the city General Plan.

B.

Development standards.

1.

New residential subdivisions shall plan, design, and provide the required open space for usage by the general public on a subdivision-wide basis rather than on a lot-by-lot basis and shall follow the locational hierarchy identified in Section 104-1.10 of this ordinance.

2.

The minimum width of any open space area used for active recreation shall be thirty (30) feet.

3.

Table 106-8b below is specific to individual parcels, tracts, or lots and identifies the dimensional standards required for any allowed development within the OS-2 zoning district.

Notes:
1. Setbacks shall not contain drive aisle, parking spaces, or buildings. Exceptions allowed for ingress/egress only, seating areas, patios, sidewalks/trails, bicycle parking, and pedestrian amenities.
2. Used for whole length of any lot line that abuts any residential zoning district.
3. Used for any side lot line that abuts any non-residential zoning district.
4. Height may be increased by ten (10) feet (up to a max of sixty (60) feet) for each additional five (5) feet away from the side or rear lot line.

 

Sec. 106-8.4. - Public facilities (PF) zoning district.

A.

Purpose. The purpose of the public facilities (PF) zoning district is to accommodate development on federal, state, county, and city owned land for those land uses necessary to serve the needs of the community and/or protect the public health and safety.

B.

Development standards.

1.

The PF zoning district is intended to work in conjunction with and adhere to all articles of the Planning and Engineering Design Standards (PEDS) in Chapter 107 of this ordinance.

2.

The dimensional standards required for the PF zoning district will be determined based on use and impact on surrounding developments as part of the site plan process.
