"S" Definitions and Illustrations.
"Salvage"means the recovery of waste materials.
"Sanitary sewers"mean pipes that carry only domestic or commercial sewage to a treatment plant and into which storm, surface, and ground waters are not intentionally admitted.
"Satellite dish antenna"means a parabolic or disc shaped antenna of either solid or mesh construction intended for the purpose of receiving communications from orbiting satellite transceivers. However, this term shall not include any satellite antennas smaller than thirty-six inches in diameter.
"Satellite earth station antenna"means a parabolic or dish-shaped antenna or other apparatus or device that is designed for the purpose of receiving radio or television broadcast signals.
"Scenic highway"means a highway, road, drive or street that, in addition to its transportation function, provides opportunities for the enjoyment of natural and man-made scenic resources and access or direct views to areas or scenes of exceptional beauty or cultural interest. The aesthetic values of scenic routes often are protected and enhanced by regulations governing the development of property or the placement of outdoor advertising.
"Schools, trade or vocational"means a commercial establishment limited to offering specialized instruction in technical, commercial or trade skills, including, but not limited to, cosmetology school, mechanical school, driving school, real estate or other specialized instruction. This definition does not include a community college or university.
"Screening"means a method of visually shielding or obscuring one abutting or nearby structure or use from another by fencing, walls, berms or densely planted vegetation.
"Secondhand store"means any premises used for the sale or handling of used goods including the establishments for the sale or trade of used clothing, furniture and appliances.
"Secondary tenant"means a tenant, other than the primary tenant, that shares an office building of three stories or more with at least one other tenant.
"Senior citizen housing complexes"means licensed housing for persons sixty-two years of age or older, or licensed housing for persons fifty-five years of age or older, including such housing facilities as retirement villas, apartments, condominiums, etc.; but not including state-licensed rest homes, group homes, convalescent hospitals, etc., which are regulated by other provisions of this development code.
"Septic system"means a sewage treatment system that includes a settling tank through which liquid sewage flows and in which solid sewage settles and is decomposed by bacteria in the absence of oxygen.
"Setback line"means a line within a lot, parallel to and measured from corresponding lot line, forming the boundary of a required yard and governing the placement of structures and uses on the lot.
"Shopping center"means a group of three or more commercial establishments planned, constructed and managed as a total entity with customer and employee parking provided on-site, provision for goods delivery separated from customer access, aesthetic considerations and protection from the elements.
"Short-term rental"shall mean the rental of a dwelling unit (in whole or in part), accessory structure, and/or a recreational vehicle located upon a parcel or a portion thereof, by owner(s) or lessee(s) to another person or group of people for occupancy, dwelling, lodging or sleeping purposes for a period of less than thirty consecutive calendar days.
A short-term rental includes any contract or agreement that initially defined the rental term to be greater than thirty consecutive days and which was subsequently amended, either verbally or in writing to permit the occupant(s) of the owner(s) or lessee(s) short-term rental to surrender the subject dwelling unit before the expiration of the initial rental term that results in an actual rental term of less than thirty consecutive days.
The rental of units within city-approved hotels, motels, bed and breakfasts, community care facilities, and social care facilities shall not be considered to be a short-term rental.
"Sidewalk"means a paved surface or leveled area used as a pedestrian walkway which parallels and is usually separated from the street.
"Sign"means any object, device, display or structure, or part thereof, situated outdoors or indoors, made of any material, which is used to identify, display, direct or attract attention to an object, person, institution, organization, business, product, service, idea, event or location by any means, including words, letters, figures, designs, symbols, fixtures, colors, illumination or projected images.
"Sign area,"for all signs, except multitenant signs, is computed by including the entire area within a single, continuous, rectilinear perimeter of not more than eight straight lines, enclosing the extreme edge of the writing, representation, emblem or other display. It does not generally include any background, supporting framework or bracing that is incidental to the display itself. In case of two sided signs, the area shall be computed as including the maximum single-display surface.
For multitenant signs, the total sign area shall include the area which surrounds the lettering and the logos for all tenants (i.e., sign area for each tenant is not computed individually).

"Sign copy"means any words, letters, numbers, figures, characters, designs, or other symbolic representations incorporated into a sign.
"Sign placement area"means the area for the building elevation surface which the sign is directly placed on.
"Sign structure height"means the greatest vertical distance measured from the finished grade to the uppermost part of the sign.
"Single housekeeping unit"means the functional equivalent of a traditional family, whose members are a nontransient interactive group, where such persons jointly occupy a single dwelling unit, jointly use common areas, and share household activities and responsibilities (e.g., meals, chores, and expenses).
"Site plan"means a plan drawn to scale showing uses and structures proposed for a property as required by the applicable regulations, including lot lines, streets, building sites, reserved open space and other specific development proposals.
"Slope"means the degree of deviation of a surface from the horizontal, usually expressed in percent or degrees. The slope percentage is the ratio of the rise to the run time one hundred.
"Small family daycare home"means a facility that provides care, protection, and supervision for eight or fewer children, including children under ten years of age who reside at the home, as set forth in Health and Safety Code Section
1597.44.
"Solar access"means the provision of direct sunlight to an area specified for solar energy collection or the enjoyment of the property owner.
"Solar energy systems"mean a complete design or assembly consisting of a solar energy collector, energy storage facility and components for the distribution of transformed energy.
"Solid waste"means all decomposable and nondecomposable solid, semisolid and liquid wastes, including garbage, trash, refuse, paper, rubbish, ashes, industrial wastes, demolition and construction wastes, discarded home and industrial appliances, manure, vegetable or animal solid and semisolid wastes, and other discussed solid and semisolid wastes, excluding sewage wastes.
"Specialty market"means a retail market that specializes in a specific type or class of food, drink, and related products. In no case shall a specialty market be less than ten thousand square feet.
"Specific plan"means under Governmental Code Section 65450 et seq., a legal tool for detailed design and implementation of a defined portion of the area covered by the general plan. A specific plan may include all detailed regulations, conditions, programs and/or proposed legislation that may be necessary or convenient for the systematic implementation of any general plan element(s).
Stable, Private."Private stable" means a building or portion of a building used to shelter and feed horses or ponies which are used exclusively by the occupants of the property on which the stable is situated.
Standards, Development."Development standards" mean requirements in this development code or other city ordinances that govern building and development including, but not limited to, lot area, height limits, frontage, landscaping and floor area ratio.
"Storm drains"mean any facilities designed to control, retain or remove water runoff.
Story, Full."Full story" means that portion of the building included between the surface of any floor and the surface of the floor next above it, or if there be no floor above it, than the space between the floor and the ceiling above it. Basements and underground parking lots shall be included, if the vertical distance from the average adjoining grade to the ceiling is over five feet.
Story, Half."Half story" means a space under a sloping roof where the line of intersection of the roof and wall face is not more than three feet above the floor level, and in which the possible floor area with head room of five feet or less occupies at least forty percent of the total floor area of the story directly beneath.
"Street"means a publicly accessible vehicular right-of-way, other than an alley, which affords a primary means of access to abutting property.
"Street frontage"means the boundary of a parcel or a building which fronts a public street.
"Streetscape"means that portion of a lot's net area and improvements that is exposed to view from the street.
"Structure"means a combination of materials which is assembled for use, occupancy or ornamentation whether installed on, above or below the surface of land or water. Includes, but is not limited to any building, road, pipe, flume, conduit, siphon, aqueduct, telephone line, or electrical power transmission and distribution area.
"Subdivision"means the division of a tract of land into defined lots, either improved or unimproved, which can be separately conveyed by sale or lease, and which can be altered or developed. "Subdivision" includes condominium projects as defined by the
California Government Code.
"Subdivision sign"means a sign used to identify residential subdivisions that contain project name, unit square feet, price, developer's name, address and telephone number, and other pertinent information about the project.
"Supportive housing"means a facility that provides housing with no limit on length of stay, that is occupied by the target population as defined by Section
50675.14 of the California Health and Safety Code, and that is linked to on-site or off-site services that assist tenants in retaining housing, improving their health status, maximizing their ability to live and, when possible, work in the community.
