This chapter is enforced by the county. As this does not preclude involvement of city staff in enforcement activities, references in this chapter to county officials, departments, and agencies shall not be interpreted so as to exclude enforcement by city officials, departments, and agencies and such references shall be deemed to include the appropriate city officials, departments and agencies. A reference to a city officer, department, or agency shall be deemed to include a reference to a county officer, department, or agency acting as an agent of the city.
