This chapter is intended to be the comprehensive zoning ordinance for the city and all other zoning ordinances and city rules and regulations in conflict herewith are hereby repealed; provided that nothing herein shall be construed as repealing or modifying the conditions of operation, conditions of site development accompanying those zoning approvals or use permits issued under previous zoning approvals or use permits issued under previous zoning ordinances or resolutions; however, modification or repeal of these past conditions of approval may be accomplished through application to the planning commission.
