- ZONING DISTRICTS
For the purposes of this ordinance, the village is hereby divided into the following zoning districts:
Boundaries of these districts are hereby established as shown on the map entitled "Zoning Map, Village of Walnut, Illinois," dated May 6, 1968, and is a part of this ordinance. Such boundaries shall be construed to follow: corporate limits; U.S. Public Land Survey lines; lot or property lines; centerlines of streets, highways, alleys, easements, and railroad rights-of-way, or such lines extended; soil mapping unit lines; unless otherwise noted on the zoning map.
Vacation of public streets and alleys shall cause the land vacated to be automatically placed in the same district as the abutting side to which the vacated land reverts.
Annexations to or consolidations with the village subsequent to the effective date of this ordinance shall be placed in the most restrictive zoning district unless the annexation ordinance places the land in another district. Within one year the village planning commission shall evaluate and recommend a permanent district classification to the village board.
A certified copy of the zoning map shall be adopted and approved with the text as part of this ordinance and shall bear upon its face the attestation of the village president and village clerk and shall be available to the public in the office of the village clerk. The village board shall cause to be published no later than March 31 of each year a revised zoning map clearly showing the zoning division classifications of the municipality for the preceding calendar year. If in any calendar year after the first zoning map is published there are no changes in zoning division classification, no zoning map shall be published for such calendar year.

b.
A detached private garage for the private use by a person owning and occupying a dwelling on a lot in a residential district in the village, provided, the following conditions are met:
1.
Notwithstanding anything in section 3.41-4 to the contrary, the minimum lot area shall be [15,000] square feet and the minimum total floor area of the structure shall be _______ square feet.
2.
The garage shall be used solely for the private use by the owner for the storage of personal property and of trailers and self propelled vehicles, including, but not limited to, cars, boats, watercrafts, recreational vehicles and all-terrain vehicles, and shall not be used for the carrying on of any business or rental purposes or for the storage of vehicles or materials by persons other than the owner.
3.
The garage shall have a driveway which is paved with a hard, all-weather surface no less than ten feet in width at the street for purposes of ingress and egress to the street.
4.
The garage shall be a fully-enclosed structure with a concrete foundation.
5.
No accessory uses and structures shall be permitted on said lots.

Special regulations.
a.
Of the parking stalls required by article 4 [of this ordinance], at least one for each dwelling unit shall be enclosed in a garage located at least five feet from all lot lines.
b.
Each parking stall shall be 12 feet wide.

Bulk requirements, multifamily dwellings.
a.
Lot.
1.
Minimum area: 15,000 square feet.
2.
Minimum width at building line: 80 feet.
b.
Minimum yards.
1.
Principal buildings: 20 feet from area boundary.
2.
Accessory buildings: Five feet from area boundary.
c.
Building.
1.
Maximum ground coverage: 50 percent of total lot area.
2.
Minimum total living area per dwelling unit: refer to room standards of FHA and BOCA requirements.
3.
Maximum height: 45 feet.
d.
Density. Maximum of 15 dwelling units or 30 bedrooms per acre. Proportionately less for fractional acre. In the case of a fractional unit, the next lower whole number to be used.

Plat requirements. All developments proposed in the R-3 districts containing more than three dwelling units shall be subject to design review by the planning commission and village board. Portions of the planned development procedure shall be used as follows:
a.
Preliminary and final plats shall be required according to the planned development procedure except that the planning commission may waive the preliminary plat in areas already subdivided and served with streets and all required improvements. In this case the approved final plat shall replace the final plat recorded earlier at the time of subdivision.
b.
Site design flexibility and originality shall be encouraged within the limitations of the use and dimensional standards cited for this district. Preliminary and final plats shall conform to the standards for this district and any applicable comprehensive plan elements.
c.
The recorded final plat shall provide continuing control over the completed development as specified in the planned development procedure.
