No structure shall be erected or altered unless a building permit has been issued for it by the Building Inspector.

Except upon a written order of the Board of Appeals, no building permit shall be issued for any structure or alteration or use which would be in violation of any of the provisions of this chapter.

No structure hereafter erected shall be used, and no land shall be used or changed in use, until a certificate of occupancy therefor has been issued by the Building Inspector. No certificate of occupancy shall be issued until a survey map or tape location map is submitted to and approved by the Building Inspector.

No structure hereafter altered shall continue to be used for more than 30 days after the alteration is completed unless a certificate of occupancy shall have been issued by the Building Inspector.

Except upon a written order of the Board of Appeals, no certificate of occupancy shall be issued for any structure or use which would be in violation of any of the provisions of this chapter.

Any approval issued by any Village official under this chapter, any subdivision approval granted under Chapter 137, Subdivision of Land, any zoning variance and any other permit of any kind which is approved under this chapter, with the exception of building permits issued under the provisions of § 175-8E(2), shall expire if the construction or use permitted by such approval, variance or permit is not begun within one year after the granting of the approval, variance or permit. The recipient of any such approval, variance or permit may apply to the Board or official who issued the approval, variance or permit for an extension of one year in which to begin construction.

Building permits issued under the provisions of § 175-8E(2) shall be limited to a period of 90 days. The recipient of such a permit may apply to the Zoning Board of Appeals for an extension of up to six months.

This section shall apply to all approvals, variances and permits granted before the effective date of this chapter or hereafter.
