Violation of any provision of this chapter by any owner or lessee or other person shall constitute an offense, and each week's violation shall be deemed a separate offense, punishable by imprisonment for a period not exceeding 15 days or a fine not exceeding $250, or by both such imprisonment and fine, punishable as provided in the New York State Penal Law and any amendments thereto. The Village shall have all powers in equity and in law to enforce the provisions of this chapter. The Building Inspector shall be the enforcing officer, and the Building Inspector is to report to the Village Board any violations of this chapter of which the Building Inspector has knowledge or any complaints of violations which are presented to the Building Inspector.

In their interpretation and application, the provisions of this chapter shall be held to be minimum requirements adopted for the promotion of public health, morals, safety and general welfare. Wherever the requirements of this chapter are at variance with the requirements of any other lawfully adopted rules, regulations, statutes or local laws, the most restrictive thereof, or those imposing the highest standards, shall govern.

The Village Board may from time to time, on its own motion or on petition or on recommendation of the Zoning Board of Appeals, amend, supplement, change, modify or repeal this chapter in accordance with the applicable provisions of law.

The adoption of this chapter shall not affect or impair any permit granted, act done, offense committed or right accrued or acquired or liability, penalty, forfeiture or punishment incurred, prior to the time this chapter takes effect, under any prior zoning local law of the Village of Webster; but the same may be enjoined, ascertained, enforced, prosecuted or inflicted as fully and to the same extent as if this chapter had not been adopted; and all actions and proceedings commenced under or by virtue of such prior local law and pending at the time this chapter takes effect may be prosecuted and defended to final effect in the same manner as they might have been if this chapter had not been adopted.
