M-1 General Industrial District
§ 140-35 Purpose.
The purpose of the M-1 General Industrial District is to provide for the establishment of industrial uses and associated administrative offices essential to the development of a balanced economic base and the creation of local job opportunities in an industrial environment. The M-1 General Light Industrial District is established to regulate such development so that it will not be detrimental or hazardous to the surrounding community and to the general health, safety and well-being of the Town of West Bloomfield. The district is established to encourage the development of non-noxious, nonpolluting industry. The following outlines regulations that apply to the M-1 District.
§ 140-36 Permitted uses.
The uses allowed in the M-1 District are subject to site plan review as specified in this article.
§ 140-37 Limited uses.
The following uses are permitted as limited uses in the M-1 District:
A.
Retail and services, provided such limited use constitutes no more than 10% of the developed floor area of the project and such limited uses shall be located, arranged and integrated within the development to serve primarily the shopping and service needs of employees and businesses in and near the Industrial District.
B.
When developed in conjunction with approved industrial uses, the following limited uses are allowed:
(1)
Restaurants.
(2)
Convenience stores.
(3)
Retail banks, savings and loans and credit unions.
C.
Parks, playfields and playgrounds when developed as part of an overall project.
§ 140-38 Accessory uses and buildings.
The following are the accessory uses, buildings and structures permitted in the M-1 District, provided that such accessory uses and buildings shall not be constructed until the permitted use has been established:
A.
Dish antennas six feet or less in diameter.
B.
Fences, walls and hedges subject to the provisions of § 140-119, Fences and walls.
C.
Signs subject to the provisions of § 140-129, Signs.
D.
Temporary buildings for uses incidental to construction work, which buildings shall be removed within 14 days upon completion or abandonment of the construction work.
E.
Utility buildings and facilities incidental to permitted uses and uses requiring site plan review or special permit.
F.
Wind energy conversion systems (noncommercial) subject to the provisions of § 140-108.
G.
Other uses and structures that are customarily incidental and clearly subordinate to permitted uses or uses that require site plan review or special permit.
§ 140-39 Permitted uses subject to site plan review.
The following uses are permitted in the M-1 District subject to site plan review:
A.
Corporate headquarters, regional headquarters and administrative offices. Local service offices, such as real estate sales, insurance agencies, doctors' offices, or other offices typically found in commercial districts may only be included in a structure or integrated complex of at least 25,000 square feet of gross floor area.
B.
Hotels and motels.
C.
Manufacturing uses, high-tech or light industrial, when conducted within an enclosed building.
D.
Mixed-use facilities developed according to an approved site plan. Structures in the complex must have a gross square footage of at least 25,000 square feet at initial development.
E.
Recycling centers.
F.
Research laboratories, including testing facilities.
G.
Sexually oriented businesses, subject to the additional requirements for specified uses in § 140-95.
H.
Technical and vocational schools.
I.
Vehicle rental services, subject to the additional requirements for specified uses in § 140-102.
J.
Vehicle repair stations with accessory automobile sales, subject to the additional requirements for specified uses in § 140-103.
K.
Vehicle sales, subject to the additional requirements for specified uses in § 140-104.
L.
Vehicle service station, subject to the additional requirements for specified uses in § 140-105.
M.
Warehouses.
§ 140-40 Special permit uses.
The following uses are allowed as special permit uses in the M-1 District:
A.
Wireless communications facilities/towers.
B.
Surface mining operations, subject to the additional requirements set forth in § 140-98.
C.
Any use or business not specifically mentioned in this chapter which, in the opinion of the Planning Board, is similar in nature and scale to a use or business permitted within the M-1 District listed above.
§ 140-41 Lot, area and yard requirements.
The following lot, area and yard requirements apply to the M-1 District:
A.
Minimum lot width: 100 feet.
B.
Lot area requirements.
(1)
Minimum lot area: 10,000 square feet.
(2)
Maximum building coverage: 70%.
C.
Yard requirements.
(1)
Minimum front yard setback: 20 feet.
(2)
Minimum side/rear yard:
(a)
Abutting nonresidential district: 15 feet.
(b)
Abutting residential district, same side/rear yard requirement as the adjacent residential district.
§ 140-42 Bulk requirements.
The following requirements apply to buildings constructed in the M-1 District:
A.
Maximum building height: 40 feet.
B.
Maximum floor area: 100,000 square feet.
C.
Maximum building coverage: 70%.
D.
Maximum lot coverage: 80%.
