The Council shall appoint a zoning officer to enforce the provisions of this chapter. It shall be the zoning officer’s duty to examine all applications for permits, issue permits only for construction and uses which are in accordance with the requirements of this chapter, record and file all applications for permits with accompanying plans and documents, and make such reports as the Council may require. Permits for construction and uses which would be a violation of this chapter and that require a special exception or variance to requirements of this chapter shall be issued only upon written order by the Board of Adjustment as provided for in Chapter 27 of this Code of Ordinances.
