ARTICLE I

- IN GENERAL

Sec. 98-1.- Minimum requirements; controlling standards.

In their interpretation and application, the sections of this chapter shall be held to be minimum requirements, adopted for the protection of the public health, safety, morals and general welfare. Whenever the requirements of this chapter are at variance with the requirements of any other lawfully adopted rules, regulations, ordinances, deed restrictions or covenants, the most restrictive or that imposing the higher standards shall govern.

Sec. 98-2. - Complaints regarding violations.

Whenever a violation of this chapter occurs or is alleged to have occurred, any person may file a complaint. Such complaint shall state fully the cause and basis thereof and shall be filed with the code enforcement officer. The code enforcement officer shall record properly such complaint, shall immediately investigate, and shall take action thereon.
