No Building or Structure or part thereof shall be erected, constructed, reconstructed or altered and maintained, and no existing Use , new Use , or change of Use of any Building , Structure or land of part thereof shall be made or continued, and no occupancy permit shall be issued, except in conformity with the provisions of these zoning regulations. This Section shall not apply to complete applications submitted prior to the effective date of this ordinance.

   The official zoning map shall be on file and available to the public in the City Clerk’s Office.

   The provisions of this Chapter and the Land Development Chapter shall not apply to the Use of any property by the City and its dependent districts in any government capacity, function, or purpose.
