A.

No building or structure to be used for human habitation or commercial enterprise shall be erected, nor shall any such building or structure be moved, altered, enlarged, or rebuilt unless said building or structure has adequate provision for domestic water supply and sewage disposal. The water supply and sewage disposal system shall be approved by the Cowlitz-Wahkiakum or Clark-Skamania Health District before occupancy of said building or structure.

B.

All new commercial and residential construction shall connect to Woodland's public sewer and water systems. Industrial development's sewer service and water supply shall be approved by the city and the appropriate health district if such service or supply is other than the city's public system.
