1. Number; Quorum: There is hereby created a planning commission. The planning commission shall consist of five (5) regular members and one alternate member to be appointed by the mayor with the approval of the city council. The alternate member may attend all meetings of the commission and participate in any discussion but may not vote on any matter except when the alternate member attends the meeting in place of one of the regular commission members due to the absence of the one or more of the regular commission members.
2. Membership Requirements: Each member of the planning commission shall be a resident of the city. Members shall be selected without regard to political affiliation and shall serve according to the bylaws of the planning commission.

1. Members: Each regular member of the planning commission shall serve for a term of three (3) years and until his successor is appointed; provided, however, that the first appointments shall be for such terms that the term of one (1) or two (2) members expires each annually thereafter. The term office for each regular member shall commence on February 1 in the year in which such member is appointed.
2. Alternate Member: The alternate member of the planning commission shall serve for a term of one year and until his successor is appointed. The term of office for the alternate member shall commence on February 1 in the year in which such member is appointed.
3. Removal: The city council may remove any member of the planning commission for cause, and after public hearing, if a hearing is requested by the member the city council proposes to remove.
4.  Vacancies: Vacancies on the planning commission shall be filled for the unexpired term in the same manner as the original appointment.

1. Chairperson: At its first meeting in February of each year, the planning commission shall elect one of its regular members as chairperson. The chairperson shall serve for a term of one year and until a successor is chosen in the same manner. A vacancy in the chairpersonship shall be filled for the unexpired term by election at the next meeting of the planning commission. A person may be elected to serve consecutive terms as chairperson.
2. Vice Chairperson; Rules: The planning commission may also elect a vice chairperson and shall adopt rules for its own organization and transaction of business.
