4. - RESIDENCE ZONES
This section establishes the residence zone, class A (RA) zoning district, the purpose of which is to protect property values and the quality of life in neighborhoods of single-family dwellings by excluding the concentrations of people and traffic and the potential nuisances associated with higher density residential, commercial, and industrial development.

In the residence zone, class A, no building or premises shall be used or occupied or hereafter be erected or structurally altered excepting for one or more of the following uses, except as herein otherwise provided:
Accessory structures not over twenty (20) feet from finish grade to peak of roof customarily associated with single-family dwellings in the areas included in the RA zoning district. Accessory uses and structures customarily associated with single-family dwellings in the areas included in the RA zoning district.
"Customary" accessory uses shall not include the keeping of livestock, or other uses, structures, or activities that are prohibited or restricted by the performance standards of section 9-4-1-5 of this chapter.
Home occupations, in compliance with the detailed performance standards of section 9-1-9 of this title. A development permit is required for the establishment of a home occupation.
Minor utility installations.
Single-family dwellings at least twenty (20) feet in width at their narrowest dimension.

The uses permitted in the RA zoning district after public review for compliance with the applicable performance standards and approval of a special use permit shall be:
Churches.
Hospitals and nursing homes.
Major utility installations and public facilities, including water storage tanks. fire stations, recreation centers, and similar public facilities.
Parks and playgrounds.
Radio or television antennas that are over fifteen (15) feet in height above the structure to which they are accessory (shorter antennas are customary accessory uses).
Schools.

All uses not explicitly permitted by prior sections of this chapter shall be prohibited.

A.
Setback from street. All buildings and structures shall be set back at least twenty (20) feet from any property line paralleling a street, except:
1.
On corner lots where the minimum setback from any street on which no dwelling presently does or may reasonably be expected to front on the same side, the setback from the street may be reduced to fifteen (15) feet; or
2.
Where the dwellings on fifty (50) percent or more of the lots on the same block and same side of the street have been built to a fairly even setback line of less than twenty (20) feet from the street, future buildings may extend to the reduced setback line. Minor irregularities shall be ignored in determining whether or not a reduced setback line has been established by past development. Where any dispute arises in the determination of a front building line, the decision of the administrator may be appealed before the city council.
B.
Side yard. All buildings shall maintain a minimum side yard setback of seven and one-half (7.5) feet.
C.
Rear yard. No setback is required from a platted alley. Where no alley is platted, a minimum rear yard setback of seven and one-half (7.5) feet is required.
D.
Lot coverage. The maximum lot coverage shall be sixty (60) percent.

These performance standards apply within the RA zoning district. All developments are also subject to the applicable performance standards of this Code.
A.
Outdoor storage. There shall be no outdoor storage in required front or side yards, except the temporary storage of construction materials and equipment used for construction authorized by a permit issued pursuant to title 8 of this Code or the U8C.
B.
Signs. See subsections 8-2-1(E) and (F) of this Code.
C.
Fences. See subsection 8-2-1(G) of this Code.

Accessory structures not over twenty (20) feet from finish grade to peak of roof customarily associated with single- and two-family dwellings in the areas included in the RB zoning district.

"Customary" accessory uses shall not include the keeping of livestock, kennels, or other uses, structures, or activities that are prohibited or restricted by the performance standards of section 9-4-2-5 of this chapter.
Home occupations, in compliance with the detailed performance standards of section 9-1-9 of this title. A development permit is required for the establishment of a home occupation.
Minor utility installations.
Multiple-family dwellings, including condominiums.
Single- and two-family dwellings at least twenty (20) feet in width at their narrowest dimension and containing distinct and separate bathroom and kitchen facilities for each inhabitant family.
