If a conflict occurs between this chapter and chapter 54, this chapter shall prevail unless the provisions of chapter 54 are more stringent, in which case the provisions of chapter 54 shall prevail.

A certified copy of the zoning ordinance shall be filed in the office of the county administrator, in the office of the clerk of the circuit court and in the office of the county zoning administrator.
