Sections of this chapter shall be deemed severable, and should any article, section, subsection, paragraph, sentence, or phrase or this chapter be declared by a court of competent jurisdiction to be invalid, unenforceable, or unconstitutional, such decision shall not affect the validity of the chapter as a whole, or any part thereof, other than the part so declared to be invalid, unenforceable, or unconstitutional.
