SITE PLAN

REVIEW

§ 152.120 SITE PLAN REQUIRED.

   Site plan review shall be required for all projects meeting the following threshold(s):
   (A)   Expansion of an existing commercial, industrial, or multi-family building or building footprint by 20% or more of gross floor area.
   (B)   New commercial or industrial construction of 1,000 square feet or more.
   (C)   Property conversions changing use or occupancy category precipitating compliance with building, parking, or zoning regulations.

§ 152.121 MINOR SITE PLAN REVIEW.

   (A)   Minor site plan review. Required site plans that meet the following requirements shall be reviewed and approved administratively. The criteria for building and property improvements that shall be approved administratively are as follows:
      (1)   Does not require conditional use, zone change, variance, or other modifications to code requirements; and
      (2)   Construction of 5,000 square feet or less; or
      (3)   Any existing building or properties requiring site improvements.
   (B)   A site plan shall be accompanied by a zoning permit as well as other applicable forms and shall include at a minimum the following elements:
      (1)   Site location and site data table as prescribed by the Zoning Inspector.
      (2)   Property survey including location of rights-of-way and easements.
      (3)   Location and dimensions of proposed and existing buildings and distance from property lines.
      (4)   Parking and circulation layout including number of parking space required and provided, dimensions of drive aisle and off-street loading areas.
      (5)   Existing topographic elevations on site and on adjacent properties. This information shall be sufficient to indicate directions of drainage flow.
      (6)   Landscape plan prepared by a licensed Landscape Architect, if applicable.
      (7)   Additional information as deemed important by the Zoning Inspector or Engineer.

§ 152.122 MAJOR SITE PLAN REVIEW.

   (A)   Applicability. Sites that exceed minimum thresholds for minor site plan approval, in accordance shall require site plan review and approval by the Planning Commission.
   (B)   The Planning Commission application shall be accompanied by a site plan and additional forms as directed by the Zoning Inspector and shall contain a minimum of the following elements:
      (1)   Location map with names and addresses of developer, engineer, architect, and landscape architect.
      (2)   Property survey including location of rights-of-way and easements.
      (3)   Parking and circulation layout including number of parking space required and provided, dimensions of drive aisle and off-street loading areas.
      (4)   Location and dimensions of proposed and existing buildings and distance from property lines.
      (5)   Landscape plan prepared by a licensed landscape architect showing plant location, species, caliper or size at planting, quantities and spacing.
         (a)   Landscape plans shall also include installation and maintenance details.
      (6)   Existing topographic elevations on site and on adjacent properties. This information shall be sufficient to indicate directions of drainage flow.
      (7)   Proposed stormwater management plan and calculations.
      (8)   Proposed building elevations including finished grade, number of stories and building heights and a chart of materials.
      (9)   Utility location map indicating locations and sizes of all existing utilities (water lines, storm sewers, and sanitary sewers, and the like and appurtenances thereto.
         (a)   Plan drawings shall show all right-of-way lines, property lines, and easements.
      (10)   Utility plans showing locations and sizes, types of material, and elevations of proposed sewer, water and stormwater lines and structures.
      (11)   All parcels of land intended to be dedicated or temporarily reserved for public use or reserved in the deeds for the common use of property owners shall be indicated.
      (12)   Additional reasonable requirements concerning protection of adjoining activities and ingress-egress control which may include lighting, signs, traffic studies and economic impact analysis.
   (C)   The site plan application shall not be scheduled and advertised for public hearing for Planning Commission until the application is deemed complete by the Zoning Inspector or Engineer.
