ARTICLE XII
Off-Street Parking Requirements
§ 345-28 Parking spaces required.

A. AISLE WIDTH OFF-STREET PARKING SPACE PARKING SPACE
Definitions. As used in this chapter, the following terms shall have the meanings indicated:
The area behind a parking space that provides access to the parking space.
A parking space located solely within the boundaries of the property, and shall not include spaces located in the public right-of-way either on the street pavement or between the street pavement and a property's front line.
The area, not including the access or aisle, used for the temporary parking of one motor vehicle and being nine feet in width and 18 feet in depth.
B.
Required off-street parking spaces.

The following off-street parking spaces shall be provided and maintained on the same lot with the building, structure or use:

Mixed-use development Each occupancy shall be categorized based upon its primary function, and parking requirements for mixed-use structures will be proportionate to the percentage of the building square footage allocated to the uses specified above. Each occupancy calculation will include its ancillary components, such as storage and office space, bathrooms, etc., that are associated with the structure's primary use, or mixed uses in the case of mixed-use structures;

Shared parking agreements may be used to meet parking requirements. Site plans must include documentation of the shared parking arrangement as agreed upon by all parties involved;
(4)
Payment in lieu of parking is allowed, upon review and approval of the Planning Board and Village Board, at rates established by the Village on an annual basis;
(5)
If an occupancy change alters the category of the building's use, the site plan must be resubmitted to the Planning Board to confirm the compliance with parking requirements.
C.
Aisle widths. The aisle width behind parking spaces shall be provided as follows:

D.
Location of off-street parking spaces.
(1)
One-, two-, and multiple-family dwellings. All off-street parking spaces and aisles shall be located within the buildable area of the lot and shall not be located within any required front, side or rear yard. No driveway providing the required parking spaces shall be wider than 18 feet.
(2)
Nonresidential uses located within B-1, B-2, C and I Districts. Off-street parking spaces and aisles may be located within any required front, side and/or rear yards.

E.
Required striping. All off-street parking spaces, other than those for one-, two-, or three-family dwellings, shall be striped with paint or any other permanent material so that the spaces are clearly delineated at all times in accordance with industry standards.
§ 345-29 Waiving of requirements.

On-site requirements may be waived by permission of the Planning Board up to 100% of the spaces required, provided that identical space is provided in a permanent and accessible manner by the applicant within 500 feet of the property upon which the building or structure is located.
§ 345-30 Off-street parking facilities in residential districts.

In order to meet the requirements for vehicle parking space where such space is not available on the lot occupied by a building as specified in Article III, the Planning Board may, after public notice and hearing, grant a permit for the establishment of a parking lot for private passenger vehicles in a residential district, provided that the parking lot lies either contiguous to the boundary of a business district or across a street or alley therefrom. The use of any such area shall be only incidental to the operation of stores, shops or businesses conducted in the adjoining business district and shall be entirely located within 300 feet of the business district boundary and shall be subject to the following requirements:

No fee shall be charged for parking.
B.
There shall be no sales, dead storage, repair work, dismantling or servicing of any kind on the parking lot.
C.
Such area shall be surfaced with a dustproof and hard surface subject to standard specifications of the Village.
D.
Entrances and exits shall provide direct access to the business district or to the street or alley separating the business district from the residential district. No direct access to the parking lot shall be permitted through other parts of the residential district.
E.
The parking lot shall be properly enclosed by suitable fencing or screen planting having a height not less than three feet above grade. A setback of 10 feet from the property line on all sides of the lot shall be established and maintained as a planted buffer strip, except where lot is immediately adjacent to and abuts on the business district it serves.
F.
Lighting facilities shall be arranged so that no direct rays will fall on the adjoining residential property and shall be confined within the boundaries of the parking area.
