Parklands. Before the approval by the Board of Trustees of any special use permit as authorized by this article, such special use shall also make provision for, in proper cases and when required by the Board of Trustees, a park or parks suitably located for playground or other recreation purposes. If the Board of Trustees determines that a suitable park or parks of adequate size cannot be properly located on any lot for which a special use permit is requested or is otherwise impracticable, the Board of Trustees may require, as a condition of approval of such special use, a payment to the Village of Baldwinsville of a sum to be determined by the Board of Trustees, which sum shall constitute a trust fund to be used by the Board of Trustees exclusively for neighborhood park, playground or recreation services, including the acquisition of land.
