After proper notice and a public hearing, the City Commission may grant a permit for a specific use of property as authorized by the zoning district in which the property is situated. The City Commission may require information, operating data, and expert evaluation concerning the location and function and characteristics of any building or use proposed. The City Commission may, in the interest of the public welfare and to assure compliance with this ordinance, establish conditions of operation, location, arrangement, and construction of any use for which a permit is authorized. In authorizing the location of any of the uses listed as Specific Use Permits, the City Commission may impose such development standards and safeguards as the conditions and location(s) warrant relative to the welfare of the citizens of the City and protection of adjacent property from excessive noise, vibration, dust, smoke, fumes, gas, odor, explosion, glare, offensive view, or other undesirable or hazardous conditions.
The City Commission shall authorize issuance of a Specific Use Permit only after determining that adequate provisions have been made for the paving of streets, alleys, and sidewalks, means of access to public streets, provisions for drainage, adequate off-street parking, protective screening and open space, heights of structures, and compatibility of buildings.
