PART 6

- OFF-STREET PARKING REQUIREMENTS

Section 6.1.- Terms Relating to Parking are Defined.

(a)

Parking space is a paved area on a lot sufficient in size to store one automobile (not less than nine feet wide and 20 feet long) connected to a public street or alley by a driveway not less than ten feet wide and so arranged as to permit ingress and egress of the automobile at all times without moving any other automobile parking adjacent to the parking space.

(b)

Floor area means the square feet of floor space within the outside line of walls and includes the total of all space on all floors of a building. It does not include porches, garages or space in a basement or cellar when said basement or cellar space is used for storage or incidental uses.

Section 6.2. - The following Off-Street Parking Spaces shall be provided.

(a)

For single and two-family dwellings, two spaces on the lot for each living unit in the building, all behind the front property line and one-half of the required number of spaces behind the front building line. For dwellings containing more than two living units, two spaces on the lot for each living unit in the building, all of which shall be located behind the front building line of the dwelling.

(b)

For churches erected on new sites, one parking space on the lot for each ten seats in the main auditorium, but existing churches and additions to or enlargements of churches existing at the time of passage of this ordinance shall be exempt from this requirement.

(c)

For places of public assembly, including auditoriums and theaters, one space for each four seats provided.

(d)

For all schools except high schools, two spaces for each classroom; for high schools, ten spaces for each classroom.

(e)

For hospitals one space for each hospital bed, but existing hospitals and additions and enlargements of existing of existing hospitals shall be exempt from this requirement.

(f)

For institutions, clubs, lodges and other public and semi-public buildings, one space for each 1,000 square feet of floor area.

(g)

For hotels/motels, one space for each sleeping room, plus a minimum of eight spaces for staff parking, or one space for every ten sleeping rooms or portion thereof, whichever is greatest, shall be provided. Hotels/motels with common areas (i.e., restaurants, lounges, etc…) shall provide one parking space for each sleeping room, a minimum of eight spaces for staff parking, or one space for every ten sleeping rooms or portion thereof, whichever is greatest, and parking spaces for common areas as specified in the new subsection (h).

(h)

For all uses except those above specified when located in the C-1 District, one space for each 300 square feet of floor area. The site plan for parking spaces in the R-2 and C-1 Districts shall receive approval of the Building Inspector before a building is erected or a permit issued therefor.

(i)

Uses in the C-2 District shall provide one parking space on the lot for each 1,000 square feet of floor space that is in excess of three times the lot area.

(j)

For commercial uses in the M District, one space for each 300 square feet of floor area, for industrial uses in M District, one space for each two employees of maximum number employed at any one time or one space for each 600 square feet of floor area whichever is the greater.

(k)

For all uses except those above specified when located in the RGD-1 District, one space for each 300 square feet of floor dedicated to customer use, provided all employee parking is off-site. The site plan for parking spaces in the RGD-1 District shall receive approval of the Building Inspector before a building is erected or a permit issued therefor.

Section 6.3. - The foregoing requirements are subject to the following general rules and exceptions.

(a)

In the C and M Districts parking space may be provided on a separate lot if within 300 feet of a building and two or more owners may join together in the provision of this parking space.

(b)

In the R Districts and in C and M Districts within 50 feet of an R District, no parking space may be located in a front yard.

(c)

Parking spaces may be provided in side and rear yards in the R Districts and in any yard in C and M Districts except that in the C and M Districts no parking space may be provided in a front yard unless the building is set back at least 30 feet from the street.

(d)

Parking space for any use specifically permitted in an R District may be provided on a lot adjoining that use provided there is compliance with all requirements of paragraphs (b) and (c) above.

Section 6.5.[2] Existing buildings not complying with off-street parking requirements may be remodeled, repaired and structurally altered but any enlargement must provide the required parking spaces for said enlargement.
