7.10.- R-1 single-family residential district.

7.11. Uses, permitted generally. A building or premises in this zoning district shall be used only for the purposes shown in table A.

7.12. [Maximum height; required yards.] Maximum height and required yards shall comply with table B herein provided that no fence of any kind shall be constructed within the required front yards as set out in table B herein.

7.13. [Parking.] Off-street parking shall be provided in accordance with table C herein.

7.20. - R-2 low density residential district.

7.21. Uses, permitted generally. A building or premises in this zoning district shall be used only for the purposes shown in table A.

7.22. [Maximum height; required yards.] Maximum height and required yards shall comply with table B herein provided that no fence of any kind shall be constructed within the required front yards as set out in table B herein.

7.23. [Parking.] Off-street parking shall be provided in accordance with table C herein.

7.24. [Density.] The maximum density for multiple-family dwellings in this district shall be 15 units per gross acre in the development.

7.30. - R-3 multifamily residential district.

7.31. Uses. A building or premises in this zoning district shall be used only for the purposes shown in table A.

7.32. [Maximum height; required yards.] Maximum height and required yards shall comply with table B herein provided that no fence of any kind shall be constructed within the required front yards as set out in table B herein.

7.33. [Parking.] Off-street parking shall be provided in accordance with table C herein.

7.34. [Density.] The maximum density for multiple-family dwellings shall be 24 units per gross acre in the development.

7.40. - R-4 mobile home district.

7.41. Uses. A building or premises in this zoning district shall be used only for the purposes shown in table A.

7.42. Mobile home regulations.

A.

Location of mobile homes restricted.

1.

Parking on public streets. It shall be unlawful for any person to park any mobile home on any street, highway, alley, sidewalks, or other public place in the city for a longer period than three hours.

2.

Parking in mobile home park. No mobile home shall be parked or placed on any tract of ground within the city limits of Bridge City which is not:

a.

Properly zoned for that purpose, and which is not

b.

Within an approved mobile home park or subdivision.

7.43. Approval of plans and plats required. Any person or persons intending to establish a mobile home park shall first submit a site plan meeting all the requirements of section 5.15 to the planning and zoning commission of the City of Bridge City for consideration and approval.

The applicant shall submit one reproducible copy of the plan to the city planning and zoning commission through the director of planning not less than 14 days prior to any meeting at which the plan is to be considered. No person shall alter a mobile home, park or subdivision to the extent of changing or significantly adding to that which is shown on the site plan on file with the planning and zoning commission without first filing an amended site plan in the same manner as an original site plan. The director of planning shall have the right to refuse to examine any incomplete, unintelligible or indefinite site plan.

The planning and zoning commission shall notify the applicant in writing as to whether the plan was approved or disapproved, stating the reasons for disapproval and the modifications or conditions that must be made or met before approval can be obtained upon subsequent submission.

Any person wishing to establish a mobile home subdivision shall submit his plat of said subdivision in the same manner as for a mobile home park.

7.44. Minimum standards; mobile home park.

1.

Any mobile home park hereafter established, constructed, erected, and in the case of existing mobile home parks that portion extended, altered, expanded and/or improved, shall conform to and comply with the following minimum standards:

a.

Park area. Each mobile home park shall be planned for and shall provide a minimum of five acres in area.

b.

Private streets. Private streets shall be provided and shall extend continuously from the public street right-of-way so as to provide suitable access to all mobile home spaces and other facilities or uses permitted in the mobile home park as well as provide adequate connection to future streets as [at] the boundaries of the mobile home park property line. Private streets shall meet the following standards and be constructed to the standards of public streets as required by the city engineer.

(1)

Private streets shall have a minimum pavement width of 20 feet. Parking not allowed on minimum width street. An additional lane of nine feet minimum width may be added to one or both sides for off-street parking.

(2)

Private street intersections shall generally be at right angle, offsets at intersections of less than 125 feet (centerline to centerline) shall be avoided, intersection of more than two streets at one point shall be avoided.

(3)

Dead-end private streets shall be limited to a maximum length of 1,000 feet and shall be provided with a vehicular turning space, with a turning circle of 80 feet in diameter.

(4)

All private streets shall be provided with a concrete, or asphalt [surface], which shall be durable and well drained under normal use and weather conditions.

(5)

Private streets which may connect two public street rights-of-way shall, by the use of curves, offsets, location, and/or the use of two or more streets be located so as to discourage through traffic.

c.

Mobile home space. Each and every mobile home shall be located on separate space which shall conform to the following standards:

(1)

Be served with sanitary sewer, water, electrical power, telephone service, and natural gas.

(2)

Provide a minimum average width of 40 feet and a minimum average depth of 80 feet.

(3)

Abut and/or have access to a private street for a minimum distance of 12 feet.

(4)

Provide a minimum area of 3,200 square feet, said area to be determined by the boundary lines of the space.

(5)

Provide a mobile home stand which shall provide an adequate foundation for the placement and tiedown of one single-family mobile home thereby securing the superstructure against uplift, sliding, rotation, and overturning. Said stand shall:

a.

Have an asphalt, concrete or other surface of equivalent material which shall adequately support the weight of the mobile home placed thereon and be durable and well drained under normal use and weather conditions.

b.

Provide anchors and tiedowns such as cast-in-place concrete "dead men," eyelets embedded in concrete foundations or runway screw augers, arrowhead anchors, or other devices which secure the stability of the mobile home, and shall be placed at least at each corner of the mobile home.

c.

Cover an area of at least 240 square feet or at least one-third the area of the largest mobile home which is to be placed on the mobile home space, whichever is greater. No surface provided for a purpose other than the foundation of [a] mobile home shall be considered a part of such mobile home stand.

(6)

Provide a minimum of two off-street parking spaces.

(7)

Double street frontage of mobile home spaces shall be avoided.

(8)

No vehicular access to a mobile home space is permitted from a public dedicated street.

d.

Location of mobile homes and accessory structures. No mobile home or accessory structure such as a refuse container, carport cabana, awning, fence, or storage locker shall be permitted within ten feet of a private street; provided further the setbacks from the rear space boundary line (side opposite private street) shall be not less than three feet, save and accept [except] a fence. Provided further that two mobile homes shall not be placed less than ten feet apart.

e.

Setbacks and screening.

(1)

No mobile home or structure in a mobile home park shall be located within the front, rear, or side yard setback area prescribed in table B.

(2)

The following setbacks and screening requirements shall be applicable:

a.

A landscaped strip, not less than ten feet in width, or a screening device as defined herein shall be located along all mobile home park boundary lines abutting upon a public dedicated street or abutting residentially zoned property. Such landscaped strip shall be continuously maintained and shall be devoted exclusively to the planting, cultivation, growing, and maintenance of sight-obscuring trees, shrubs, plant life, as described below and as determined by the planning and zoning commission. Trees, shrubs, cane, and/or other vegetation shall be planted, cultivated, and maintained as a sight- and noise-obscuring buffer that will effectively achieve sight and noise obstruction within approximately five years. At least one row of trees with a minimum initial trunk diameter of one inch and minimum initial height of five feet shall be planted on 25-foot centers. Also, two rows of cane, nondeciduous shrubs and/or other suitable screening plants shall be planted on ten-foot centers. The buffer strips are intended to provide a 75 percent or more opaque screen when viewed horizontally between two and ten feet above the natural ground at the end of the growing period of five years from the date of approval of the planting by the planning and zoning commission. Additional planting, cultivation, and maintenance may be required by the zoning officials during the use period of the buffer strip to achieve and maintain this effect.

b.

Service facilities, as that term is used in section K [subsection k of this subsection], shall be located not less than ten feet from any mobile home space boundary line.

f.

Maintenance of park. The owner of the park shall be responsible to ensure that it is maintained in a manner which will not attract or aid the propagation of insects or rodents or create a hazard. Growth of plant materials such as weeds and grass, especially beneath mobile homes and other structures, shall be continuously controlled. All streets, parking and storage areas shall be maintained to provide a fully paved surface in accordance with the standards of the city engineer.

g.

Signs and illumination. In areas zoned residential, no illuminated signs or unshaded light shall be located so as to constitute a nuisance to residential uses. No billboard type signs or flashing or moving signs or signs with externally exposed bulbs or lighting tubes fixed to the surface area are allowed in any residential zone.

h.

Drainage. The ground surface in all parts of every mobile home park and especially beneath mobile homes and other structures shall be graded and equipped to drain all surface water in a safe, efficient manner so as not to permit water to stand or become stagnant.

i.

Lighting. The private streets, parking lots, walks, and service areas shall be lighted at all times so the mobile home park shall be safe for occupants and visitors, provided further all entrances and exits shall be lighted.

j.

Fire protection. Water lines and fire hydrants shall be provided and suitably located for adequate fire protection as determined by the fire chief but in no case shall the park provide less than a system of standard hydrants located not more than 500 feet from each mobile home space and served by water lines not less than six inches in diameter installed in a looped system.

k.

Refuse disposal. Facilities shall be provided for the storage, collection, and disposal of refuse of the occupants of the mobile home park in accordance with the requirements of the city engineer. A refuse pickup easement shall be granted by the owner of the mobile home park to the City of Bridge City, if these facilities are located so as to require the entrance of a municipal vehicle into the trailer park.

l.

[Conformance with other regulations.] All mobile home park facilities and mobile homes contained therein shall conform without limitation to the codes and ordinances of the City of Bridge City, including the building, plumbing, electrical and fire codes.

7.45. Minimum standards; mobile home subdivision. A mobile home subdivision hereafter established, constructed, erected, extended, altered, expanded and/or improved shall conform with the following minimum standards:

1.

Park area. Each mobile home subdivision shall be planned for and shall provide a minimum of 20 acres in area, which may be developed in sections of five acres or more.

2.

Layout [of] streets and blocks. Streets shall be laid out to provide a minimum distance of 240 feet, center to center of parallel streets, between intersections.

3.

Mobile home lot standards. Each and every mobile home lot shall conform to the following standards:

a.

Be served with sanitary sewer, water, electrical power, telephone service, and natural gas.

b.

Provide for the placement of one single-family mobile home with all garages, carports, enclosed rooms and porches being subordinate to this primary use.

c.

No lot width shall be less than 50 feet.

d.

No lot depth shall be less than 90 feet.

e.

Provide a minimum area of 5,400 square feet determined by the lot lines.

f.

Prior to occupancy of any mobile home lot, it must be provided with a mobile home stand which shall provide an adequate foundation for the placement and tiedown of one single-family mobile home, thereby securing the superstructure against uplift, sliding, rotation, and overturning.

Said mobile home stand shall:

(1)

Have an asphalt or concrete [surface], which shall adequately support the weight of the mobile home placed thereon and be durable and well drained under normal use and weather conditions.

(2)

Be provided with anchors and tiedowns such as cast-in-place concrete "dead men," eyelets imbedded in concrete foundations or runways, screw augers, arrowhead anchors, or other devices which secure the stability of the mobile home, and shall be placed at least at each corner of the mobile home.

(3)

Cover an area of at least 240 square feet and at least one-third the area of the mobile home placed thereon.

g.

Provide a minimum of two off-street parking spaces.

h.

A mobile home subdivision shall be completely self-contained with streets and utilities. No mobile home lot shall front on a public street not within the mobile home subdivision. Streets within the subdivision shall be planned so as not to unnecessarily extend into areas abutting the subdivision.

4.

Screening. A permanent screening device as defined herein shall be constructed on private property along the boundary lines of the mobile home subdivision except where a public-dedicated street provides access to the subdivision including any setback from such street prescribed by planning and zoning commission to prevent dangerous sight conditions at intersections.

5.

[Conformance with other regulations.] All facilities and/or improvements made in regard to the subdivision including mobile homes contained therein shall conform to the requirements of the codes and ordinances of the City of Bridge City, without limitation, including the building, plumbing, electrical and fire codes.

7.46. Uses permitted in mobile home parks. No use except the following shall be permitted in any mobile home park:

(1)

Single-family mobile homes as defined herein.

(2)

Service facilities providing special service to the occupants of the mobile home park, which may include recreational facilities, central or community garages, storage buildings, coin-operated laundry and dry cleaning facilities, and office for a manager.

(3)

Parking for recreational vehicles.

(4)

Accessory uses.

(5)

Uses as shown in table A.

7.47. Uses prohibited in mobile home subdivisions.

(1)

No mobile home containing less than 500 square feet in floor area shall be located in a mobile home subdivision.
