As used in this chapter, the following terms shall have the meanings indicated:
ACCESSORY USEA use located on the same lot with a principal use, and clearly incidental or subordinate to, and in connection with that of the main structure or main use of the land.
AGRICULTURAL ACTIVITYAny use of land or structure for farming, dairying, pasturage, agriculture, horticulture, floriculture, arboriculture, or animal or poultry husbandry. Uses permitted in conjunction with an agricultural activity may include barns, stables, corn cribs, silos or any other use or structure that is clearly related to an agricultural operation.
ALTERATIONSAlterations include, but are not limited to, all incidental changes in or replacements to the nonstructural parts of a building or other structure, minor changes or replacements in the structural parts of a building or other structures, enlargements whether by extending on a side or by increasing in height or the moving from one location to another.
ALTERATIONS, STRUCTURALAny changes in the supporting members of a building, such as bearing walls, partitions, columns, beams, foundations or girders, any substantial change in the roof or the piercing of exterior walls.
ANTENNA HEIGHTThe vertical distance measured from the base of the antenna support structure at grade to the highest point of the structure. If the support structure is on a sloped grade, then the average between the highest and lowest grades shall be used in calculating the antenna height.

ANTENNA SUPPORT STRUCTUREAny pole, telescoping mast, tower, tripod, building, trailer or any other structure that supports a device used in the transmitting or receiving of radio frequency energy.

APARTMENTA room or suite of rooms intended, designed or used as a residence by a single family in exchange for compensation.
APARTMENT BUILDING (HOUSE)A building arranged, intended or designed to be occupied by three or more families living independently of each other, including townhouses and garden apartments.
BILLBOARDA sign other than one indicating a business conducted on the premises, a sign upon which advertising matter of any character is printed, posted or lettered. It may be freestanding or attached to a surface of a building or other structure. For the purposes of this chapter it shall be considered a structure.
BOARDAll references to the Board are to the Zoning Hearing Board created by this chapter.
BUILDINGA structure or appendage to a structure which: is permanently affixed to the land; has one or more floors or stories; and is bonded by either lot lines or yards. A building shall not include such structures as billboards, fences or other structures with interior surfaces not normally accessible to human use, such as gas tanks, grain elevators, coal bunkers or similar structures. A building may accommodate more than one family and have more than one dwelling unit and may be used for residential, commercial, industrial, public or semipublic purposes.
BUILDING SETBACK LINEAn established line within a property defining the minimum required distance between the face of any structure to be erected, and an adjacent right-of-way, or street line. This face as measured to the major portion of the structure, includes sun parlors, foyers, bay windows, porches, projecting eaves, stoops, patios, dormers, gutters, and any other solid projections and solid entrances.
BUILDING SITE OR LOTA single parcel of land under one ownership, occupied or intended to be occupied, by a single principal building or single principal structure; a "building site" shall be synonymous with a "lot" or "parcel" of land.
CELL SITEA tract or parcel of land that contains the cellular communications antenna, its support structure, accessory building(s), and parking, and may include other uses associated with, and ancillary to, cellular communication transmission.

CELLULAR COMMUNICATIONS ANTENNAA structure and necessary auxiliary components for use by a private business organization, to send and receive electronic or analogous signals as an integral component of a telecommunication system, to provide services that are paid for directly by the recipients thereof.

COMMISSIONThe term Commission shall mean the duly authorized members of the Planning Commission as appointed by the Supervisors.
CUSTOMARY USEA use conducted on the same lot as the principal use to which it is related; a use which is clearly incidental to, and is customarily found in connection with the particular principal use.
DWELLINGAny building or portion thereof which is designed for or used for residential purposes by a family or persons living together as a household unit.
A. FARM DWELLINGA single-family dwelling located on the same parcel of land with an agricultural activity or a single-family dwelling located on a parcel which is 10 acres or larger in size.
B. MULTIFAMILY DWELLINGA dwelling designed for occupancy by two or more families or household units with separate and complete kitchen and bathroom facilities for each unit.
D. SINGLE-FAMILY DWELLINGA dwelling, including a mobile home, designed for, and/or occupied exclusively by one family or group of not more than five unrelated persons living as a household unit.
FARM PARCELA parcel of land which is 10 acres or larger in size and used for agriculture, forestry or single-family dwelling purposes.
FRONTAGELand abutting a road, measured along and parallel to the road right-of-way.
GRADEThe mean elevation of the ground adjoining a building on all sides as referenced from the center line of adjacent streets and measured at the midpoint of the street lot line.
GRADINGThe stripping or excavation of any material; the filling of any existing ground with natural or man-made material; and/or the relocation on any lot, tract or parcel of earth or other material. Except for the surface stripping of coal, topsoil, rock and other commonly mined substances, such grading constitutes a change in use of the land.
HEIGHT OF BUILDINGThe vertical distance measured from the average elevation of the proposed finished grades at the front of the building to the highest point on the roof for flat roofs; to the deck line for mansard roofs; and to the means height between eaves and ridge for gable, hip and gambrel roofs; provided that chimneys, spires, towers, mechanical penthouses, tanks and similar projections of the building not intended for human occupancy, shall not be included in calculating the height. If there are two or more separate roofs on a single building, the height of such building shall be calculated from the highest roof.
HOME OCCUPATIONAn activity for gain, carried on in a dwelling or structure accessory to a dwelling, by a member of the family or household group, which is subordinate to the residential use and which does not involve any alteration, structural features or other characteristic which would render the building less suitable for exclusive residential use.
IMPROVEMENTAny type of structure, excavation or paved section or change thereof.
INSTITUTIONAL RESIDENCE or GROUP HOMEA dwelling occupied by a group of nonrelated persons or by a number of family units under the supervision and/or care of an institution or organization which is responsible for the welfare of residents and for the maintenance and operation of the facility.
LOADING SPACEAn off-street space or berth, abutting upon a street or way or other appropriate means of access, intended for the temporary parking of a commercial vehicle while loading or unloading merchandise or materials; which space or berth is not less than 10 feet in width and sufficient in length, measured perpendicularly to the street or way, to ensure that no vehicle using the space shall extend beyond a property line, but in no case less than 25 feet in length.
LOTA parcel of land in one ownership, occupied or capable of being occupied for a use or structure in accordance with the provisions of this chapter.
LOT COVERAGEA percentage which, when multiplied by the lot area, will determine the maximum permitted building area.
LOT OF RECORDAny lot which individually or as a part of a subdivision has been recorded in the Office of the Recorder of Deeds of Washington County, Pennsylvania
LOT, CORNERA corner lot is a lot abutting upon two or more streets at their intersection.
LOT, DEPTH OFA mean horizontal distance between the front and rear lot lines.
LOT, MINIMUM AREA OFThe horizontally projected area of a lot computed exclusive of any portion of the right-of-way of any public thoroughfare.
LOT, THROUGHA through lot is a lot, the front and rear lines of which, abut the street.
LOT, WIDTH OFThe mean width measured at right angle to its depth.
MAJOR, EXCAVATING, GRADING OR FILLINGAny operation (other than Work in connection with the foundation for a structure) involving:
A. Material alteration of the ground surface so as to affect streets and recreation sites and other public facilities or physically affect private property within 1,000 feet of the intended operation; or
B. A volume of earth movement exceeding an average of 1/2 of a cubic yard per square foot of site area or 16,000 cubic yards, whichever is the lesser; or
C. A change in ground elevation exceeding 15 feet.
MANUFACTURING, GENERALAny manufacturing or industrial process which by the nature of the materials, equipment and process utilized, are not objectionable by reason of odor, noise, vibration, cinders, gas fumes, dust, smoke, refuse matter or water carried waste. Any manufacturing or industrial process permitted in an L-1 Industrial District shall comply with the performance requirements of Article 500, Section 505. This includes the sale of products of such manufacturing and related goods.
MANUFACTURING, LIGHTAny light manufacturing or industrial processing which by the nature of the materials, equipment and process utilized, are to be considerable measure clean, quiet and free of any objectionable or hazardous elements. Light industrial uses shall comply with the performance requirements specified; shall include the light industrial uses listed below and any other uses which are determined by the Board to be of the same general character: bakeries, bottling works, creamery and dairy operation, manufacturing of candy, cosmetics, drugs, jewelry, musical instruments, and sporting goods; processing and assembly of glass products, household appliances, electronic products, and parts for production of finished equipment, research and testing laboratories; printing and engraving plants; warehouses and wholesale establishments, cleaning and dyeing plants.
MINE DISPOSAL AREASAreas used for the deposit of mine waste, preferably in ravines, valleys, or low-areas and located at a minimum distance of 500 feet from any other lot in any zoning district to minimize their visibility.
MOBILE HOMEAny licensed or unlicensed piece of mobile equipment designed or constructed to be towed, pulled by a motor vehicle, or self-propelled, regardless of whether the wheels are attached or unattached or whether a permanent or temporary foundation is constructed underneath or whether any structure of a permanent or temporary nature is attached thereto, and intended as a dwelling for human occupancy.
MOBILE HOME PARKA tract of land used or intended to be used for the parking of mobile homes together with the necessary improvements and facilities upon the land.
OIL AND GAS WELLSThe well site preparation, well site construction, drilling, hydraulic fracturing and/or site restoration associated with an oil and/or gas well of any depth; water and other fluid storage, impoundment and transportation used for such activities; and the installment and use of all associated equipment, including tanks, meters and other equipment and structures whether permanent or temporary; and the site preparation, construction, installment, maintenance and repair of oil and gas pipelines and associated equipment and other equipment and activities associated with the exploration for, production of oil and gas, other than compressor stations and natural gas processing plants or facilities performing the equivalent functions that operate as midstream facilities.

PARKING SPACEAn open or covered area with a dust-free all-weather surface (or space in a private garage or other structure) which shall be at least 10 feet by 20 feet in size for the storage of one automobile, accessible from a public way and must conform to the building setback requirements of the district within which it is situated, unless otherwise provided, all off-street parking spaces shall be approximately level with provisions for drainage, and shall be parallel with the contour lines of the finished grade.
PLANNED RESIDENTIAL DEVELOPMENTA unified development of land for residential and related uses in which variations from the provisions of the Zoning Ordinance are allowed in order to permit different arrangements of buildings and facilities on the land. A mobile home park shall not be considered a Planned Residential District or Development.
PRIVATEAnything not owned by the public, including any procedure or establishment limited to members of an organization or to other persons specifically invited or permitted where no advertisement or inducement has been made to the general public. Examples include lodges, fraternal organizations and country clubs.
PUBLICOf, or pertaining to buildings, structures, uses or activities belonging to, or affecting, any duly authorized governmental body, which is available for common or general uses by all.
RIGHT-OF-WAYA strip of land used or reserved for use as a street, crosswalk or for other public purpose.
SIGNAny surface, fabric or device bearing lettered, pictorial or sculptured matter designed to convey information visually and exposed to public view; or any structure (including billboard of poster panels) designed to carry the above visual information.
SIGN, ILLUMINATEDAs used in this chapter, shall indicate lighting by means of lamps or other lighting devices constructed within or outside or away from the sign, but which is an integral part of the advertising effect.
SIGN, OVERHANGINGAn overhanging sign is any sign suspended from a building, a pole or other object irrespective of any restraining bracing.
STORYThat portion of a building, other than the basement (as defined) included between the surface of any floor and the surface of the floor next, above it, or if there is no floor above it, then the space between the floor and the ceiling next above it.
A. HALF-STORYA story under a gabled, hipped or gambrel roof and the floor area of which does not exceed 1/2 of the floor area immediately below it, on the first floor area.
STREETA publicly owned right-of-way (or portion thereof) intended for general public use to provide means of approach for vehicles and pedestrians. The word "street" includes the words "road," "highway," "thoroughfare" and "way."
STRIP MININGMining of any commercial substance that is done from the earth's surface by the stripping of overburden.
STRUCTUREAny man-made object having an ascertainable stationary location on or in land or water, whether or not affixed to the land.
SUBDIVISIONThe division or redivision of a lot, tract or parcel of land by any means into two or more lots, tracts, parcels or other divisions of land, including changes in existing lot lines for the purpose, whether immediate or future, of lease, transfer of ownership or building or lot development: provided, however, that the subdivision by lease of land for agricultural purposes into parcels of more than 10 acres, not involving any new street or easement of access or residential dwellings, shall be exempted.
SUBSIDENCEThe settlement of land above voids created by underground mining or mineral extraction.
SUPERVISORSSupervisors shall mean the elected Supervisors of the Township.
SUPPLY YARDA commercial establishment storing or offering for sale building supplies, steel supplies, coal, heavy equipment, feed and grain, and similar goods. The term does not include the wrecking, salvaging, dismantling or storage of automobiles and similar vehicles.
UNDERMINED AREALand, beneath which coal has been removed by methods other than strip mining.
USEAny purpose for which a building or other structure or a tract of land may be designed, arranged, intended, maintained or occupied, or any activity, occupation, business or operation carried on in a building or other structure on a tract of land.
USE BY RIGHTAny use within a given zoning district that is specifically allowed as a matter of "right" and is so stipulated by the zoning regulations governing that district.
USE BY SPECIAL EXCEPTIONA use may be granted by the Zoning Hearing Board to permit the use of lands and/or buildings in a specific zoning district for purposes other than specifically allowed as a "use by right" or "conditional use" by the zoning regulations governing that zoning district.
USE, CONDITIONALAny use, other than a "use by right" or a "use by special exception" that may be allowed or denied in the Zoning District by the Township Supervisors after recommendation by the Township Planning Commission pursuant to expressed standards and criteria set forth in this chapter.
USE, EXISTINGAny use of land or structure which existed lawfully prior to the enactment of this Zoning Ordinance.
VARIANCE (FOR PHYSICAL CONTROLS ONLY)Permissive waivers from the terms of this chapter not contrary to the public interest where owning to special conditions, a literal enforcement of the provisions of this chapter will result in unnecessary hardship, so that the spirit of this chapter shall be observed and substantial justice done. A variance may be granted only by the Zoning Hearing Board.
YARDAn open space at grade between a structure and adjoining lot or street lines, unoccupied by any use or structure other than a fence. In measuring a yard for the purpose of determining the width of a side yard or depth of a front yard, the minimum distance between the lot or street line and structure shall be used.
A. FRONT YARDA yard between a structure and the center line of a road, extending the entire length of the center line.
B. SIDE YARDA yard between a structure and the side line of the lot, extending from the required front yard to the required rear yard or to the rear lot line where no rear yard is required.
