This article is adopted in accordance with the provisions of Article IV of the Pennsylvania Municipalities Planning Code, Act 247 of 1968, as amended and reenacted. Unless otherwise specifically noted in this Article XXIX, the terms and provisions of Article IV of the Pennsylvania Municipalities Planning Code shall be applicable to the use, subdivision and development of all lands noted on or within the Official Map on which streets, stormwater facilities and other features and lands identified for future public use are depicted.

The Official Map of the Borough of Carlisle, a properly verified and attested copy of which is incorporated herein and made a part of this article, is hereby established and adopted as the Official Map in and for the Borough of Carlisle.

The adoption of any street lines, stormwater facilities or other public lands or easements as part of the Official Map shall not, in and of itself, constitute or be deemed to constitute the opening or establishment of any street nor the taking or acceptance of any land, nor shall it obligate the Borough of Carlisle to improve or maintain any such street or land. The adoption of proposed streets, stormwater facilities or other public lands on and as part of the Official Map shall not, in and of itself, constitute or be deemed to constitute a taking or an acceptance of any land by the Borough of Carlisle.

The ability of the Borough of Carlisle to obtain or acquire for public use those streets, stormwater facilities, public lands or other features noted and identified or to be noted and identified on the Official Map from time to time shall be perpetual and indefinite.

For purposes of identifying and reserving lands for future needs of the Borough of Carlisle on the Official Map, the areas designated on the Official Map as streets, stormwater facilities and other features identified for future public use, whether or not identified for future use or acquisition in fee simple or by easement, shall be approximate; however, for purposes of acquisition of such lands and/or easements, a boundary description by metes and bounds shall be made and sealed by a surveyor licensed in the Commonwealth of Pennsylvania.
