16 MOBILE HOME PARKS

§ 17.16.040 Mobile home.

§ 17.16.050 Mobile home park.

"Mobile home park"
means any area of land, owned by any person, upon which three or more mobile homes are located, except if each and every mobile home located on such area of land is placed on a separate platted lot with its own respective metered utilities, off-street parking, setback location, and other use requirements pertaining to that respective zone for single-family dwelling and/or residences shall not be considered a mobile home park.

§ 17.16.060 Mobile home space.

"Mobile home space"
means a plainly marked plot of ground for the placing of a mobile home.

§ 17.16.100 Operation – Conformity to state law.

The operation of all mobile home parks shall conform to all state laws and other local regulations affecting such operation.

§ 17.16.120 R-4, S and C zones.

Mobile home parks shall be permitted in R-4, C and S zones.

§ 17.16.150 Area – Minimum.

The minimum area of any mobile home park shall be one-half acre.

§ 17.16.160 Recreation, play area.

A mobile home park must have a recreation or play area no less than two thousand five hundred square feet in area plus one hundred square feet for each mobile home in excess of ten.

§ 17.16.170 Space requirement.

No mobile home space shall be less than two thousand eight hundred square feet nor less than three times the area of the mobile home, situated thereon.

§ 17.16.190 Location from street.

No mobile home in a mobile home park shall be placed closer than twenty feet from any of the following:
A. 
Any public or private access road, street, highway, or any other public right-of-way; or
B. 
Any land zoned R-1; or
C. 
Any park, playground or public school grounds.

§ 17.16.200 Location from property line.

Except as required in Section 17.16.190 of this chapter no mobile home in a mobile home park shall be placed closer than ten feet from any property line.

§ 17.16.210 Location from other mobile homes, buildings.

No mobile home shall be placed closer than fifteen feet from another mobile home or buildings in the mobile home park; provided however, that two mobile homes may be placed a minimum of ten feet apart if end-to-end.

§ 17.16.220 Parking space requirements.

For each mobile home space there shall be provided a space for automobile parking. This space will be in addition to the requirements for mobile home space listed elsewhere herein and shall not be less than two hundred square feet per mobile home space. Each parking space will be within two hundred feet of its mobile home space.

§ 17.16.230 Paved access roads – Lighting requirements.

Paved access roads twenty-five feet wide shall be provided to each mobile home space. Each access road shall connect with a street or highway and shall be well marked in the daytime and adequately lighted at night.

§ 17.16.240 Walkways.

Walkways shall be provided to all service buildings and to all recreation, play and all other areas reserved for general occupant use. Said walk ways shall be at least five feet wide of which three feet will be surfaced.

§ 17.16.250 Plans – Filing – Requirements.

Before a mobile home park is authorized and approved by the City Council, the owner of said park shall file, with the City Clerk a plan of the proposed mobile home park containing but not limited to the following information:
A. 
Name and address of owner;
B. 
Legal description and dimensions of the tract of land;
C. 
The location and dimensions of all mobile home spaces;
D. 
The location and dimensions of each automobile parking space;
E. 
The location and width of all roadways and walk ways;
F. 
The locations of service buildings and any other buildings and structures;
G. 
Sizes and locations of play spaces, recreational spaces and all other areas reserved for general occupant use.

§ 17.16.260 Changes, additions.

No changes, alterations, or additions may be made to any part of the mobile home park as shown in the plan required by Section 17.16.250 without the approval of the City Council.

§ 17.16.270 Nonconforming uses.

Mobile home parks, which existed at the time of the adoption of the ordinance codified in this chapter, may continue although such use does not conform to the provisions of this chapter, subject to the following conditions and specifications:
A. 
Any such nonconforming mobile home parks which have not been actually used as such for a period of six months shall thereafter conform to the provisions of this chapter as now exists or as hereafter amended; and
B. 
The land area of any nonconforming mobile home parks shall not be increased except as provided by this chapter as now exists or as hereafter amended.
