20 MANUFACTURED HOMES

§ 17.20.010 Definitions.

For purposes of this title, "manufactured house" means a new house constructed in accordance with state and federal requirements for manufactured houses, which:
A. 
Is comprised of at least two fully enclosed parallel sections each of not less than twelve feet wide by thirty-six feet long;
B. 
Was originally constructed with and now has a composition of wood shake or shingle, coated metal, or similar roof of not less than 3:12 pitch;
C. 
Has exterior siding similar in appearance to siding materials commonly used on conventional site-built Uniform Building Code single-family residences; and
D. 
Is transportable in two or more sections, is built on a permanent chassis, and is used as a place of human habitation; but which is not constructed with a permanent hitch or other device allowing transport of the unit other than for the purpose of delivery to a permanent site, and which does not have wheels or axles permanently attached to its body or frame.

§ 17.20.020 Construction standards.

All manufactured homes installed or located in the city must bear an insignia issued by a state or federal regulatory agency indicating that it complies with the construction standards of the U.S. Department of Housing and Urban Development Standards of 1976.

§ 17.20.030 Placement of manufactured homes.

A. 
Single-wide manufactured homes may be placed in mobile home parks or may be placed individually on any separate platted lot in the following three areas of the city:
1. 
Any platted lots adjacent to Park Street;
2. 
Commercial zones; or
3. 
Any place within the area bordered on the east side by Bellinger Street, on the west side by the South Palouse River, on the south side by Railroad Avenue and on the north side by the North Palouse River.
B. 
Double-wide manufactured homes may be placed in any zone in the city which allows single-family dwelling structures.
C. 
Placement of manufactured homes must conform to all other applicable zoning regulations for that respective zone.

§ 17.20.040 Requirements for installation of manufactured homes.

If a manufactured home is placed anywhere other than a mobile home park, it must be placed on a permanent partial foundation consisting of a concrete footing, which can be placed at ground level, with at least eight-inch depth by sixteen-inch width for each footing, with two No. 4 rebars in each footing. The footings shall be located parallel to each other with a minimum distance of six feet and a maximum distance of eight feet between each footing. There shall be a crawl space of at least eighteen inches between the lower frame of the manufactured home and the top of the footing located thereunder and a ground cover of four mil (.004 inch thick) polyethylene or approved equivalent shall be laid over the ground within crawl spaces. The ground cover shall be overlapped twelve inches minimum at joint and shall extend over the top of the footing. The manufactured home must be secured to the foundation by tie-downs on all four corners.

§ 17.20.050 Uniform installation standards.

All the Washington State Uniform Installation Standards for mobile homes as found in WAC 296-150B-200 through 296-150B-255, as now exists or as hereafter amended, are adopted by reference and shall be applicable to all manufactured homes installed or located in the city.

§ 17.20.060 Building permits for manufactured homes.

Prior to locating or installing a manufactured home, the owner shall obtain a building permit. A description of the manufactured home must accompany the building permit and a copy of the manufacturer's installation instructions must be submitted to the city building inspector. Further, water and sewer hook-up and inspection fees shall be charged as required by any uniform codes or other ordinances.
