R-4 Residence District
§ 210-40.1 Purpose.
The purpose of this zoning district is to provide medium-density housing while preserving flexibility in lot layout and design through the use of lot size averaging.
§ 210-40.2 Use regulations.
A building may be erected, altered or used, and a lot or premises may be used, for any of the purposes set forth in this section and for no other, provided that the demolition of or special exception or conditional use for a historic resource shown on the Historic Resources Map[1] or any subdivision, land development or construction activity within 300 feet of a historic resource shown on the Historic Resources Map shall be subject to the provisions of Article XIXA of this chapter relating to historic preservation.

(1)
A cellular telecommunications facility with antennas attached to a nonresidential building or a structure of a permitted church, municipal or governmental building or facility and a building or structure owned by a public utility regulated by the Pennsylvania Public Utility Commission, subject to the applicable provisions of Articles XXA and XXVIII of this chapter.

§ 210-40.3 Yard and area regulations.
A.
Eligibility.
(1)
The proposed development shall consist of one or more contiguous tract areas of land under one ownership containing 50 acres or more of land, located in an R-4 Zoning District of the Township.
(2)
The proposed development shall be connected to public water and public sewers.
(3)
Both water supply and sewage disposal system shall be operational at the time of the first completed structure.
B.
Yard and area requirements.
(1)
Lot area:
(a)
A lot area of not less than 15,000 square feet per family shall be provided for every building hereafter erected, altered or used in whole or in part as a dwelling.
(b)
An average lot area of not less than 19,500 square feet for every building lot shall be provided for all lots in the development, and a minimum of 70% of all lots shall contain a minimum of 16,000 square feet.
(c)
Maximum dwelling unit density. The maximum permissible dwelling unit density shall be 2 1/2 units per acre using the net site area and using the total tract area, exclusive of rights-of-way of dedicated streets, fire lanes, rights-of-way or easements proposed for dedication or public utility easements other than those directly servicing the tract.
(2)
Lot width: The lot for each dwelling hereafter erected or altered shall have a width at the building line of 75 feet.
(3)
Building area: The building area shall not exceed 20% of the lot area.
§ 210-40.4 Special development regulations.

A.
No lot of such size as to be capable of further subdivision or of development shall be included in calculating the permissible number of lots (dwelling units) unless the possibility of such further subdivision or development is eliminated either by deed restriction or other agreement in a form acceptable to the Township Solicitor and duly recorded in the office of the Recorder of Deeds.
C.
A buffer area of at least 25 feet, consisting of berms and/or trees, shall be provided along the entire perimeter of the tract.
§ 210-40.5 Landscaping regulations.

The landscaping regulations set forth in Article XXI shall apply.
§ 210-40.6 Sign regulations.

The sign regulations set forth in Article XXIII shall apply.
§ 210-40.7 Off-street parking and loading regulations.

The off-street parking and loading requirements set forth in Article XXII shall apply.
§ 210-40.8 Site plan review requirements.

The site plan review requirements set forth in the Subdivision and Land Development Ordinance in Chapter 160 of the Code shall apply.
