The purpose of this zoning classification is to allow heavy industrial uses or structures where the primary use involves fabrication, manufacturing, assembly, processing and distribution of raw materials, primarily serving nonlocal wholesale and retail markets. Heavy industrial uses may generate some noise, smoke, dust, odors, toxic gases, vibration, glare, heat and other environmental pollutants in conformance with applicable regulations and must be tolerated, to the benefit of the economy and general welfare of the county.
