The mayor and city council shall establish a schedule of fees, charges, and expenses, and a collection procedure for building permits, zoning occupancy permits, appeals, and other matters pertaining to this chapter. The schedule of fees shall be posted in the offices of the zoning administrator, and may be altered or amended only by the mayor and city council.

(a)

No permit, conditional use, or variance shall be issued unless or until such costs, charges, fees, or expenses have been paid in full; nor shall any action be taken on proceedings before the zoning board of appeals unless or until preliminary charges and fees have been paid in full.

(b)

Any fees imposed for an appeal to the zoning board of appeals where the basis of the appeal is a request for a conditional use or variance, shall not be returned.
