18.24 RESIDENTIAL

ZONES

18.24.010 SINGLE-FAMILY RESIDENTIAL LOW DENSITY (R-1-A) ZONE

  1. Purpose: The purpose of this zone is to create a single-family residential zone that provides for an area of low density residential development. (Ord. 18-277, 2-15-2018)

  1. Purpose: The purpose of this zone is to create a residential zone that provides for a mixture of single- and multiple-family dwellings and uses of an institutional, semi-public or commercial nature compatible with a residential environment. (Ord. 18-277, 2-15-2018)

18.24.050 RURAL RESIDENTIAL (R-R) ZONE

  1. Purpose: The purpose of this zone is to create a rural residential zone which is intended as a permanent residential district for those areas of the community where it is desirable to maintain low residential densities. (Ord. 18-277, 2-15-2018)

18.24.060 RURAL RESIDENTIAL 2, (R-R-2) ZONE

  1. Purpose: The purpose of this zone is to create an expanded or enlarged rural residential zone, which is intended as a permanent residential district for those areas of the community where it is desirable to maintain low residential densities with large lot sizes. (Ord. 18-277, 2-15-2018)

18.24.080 PLAT B/LYMAN ROW RESIDENTIAL (L-R-R) ZONE

  1. Permitted Uses: Accessory buildings and uses clearly incidental and commonly associated with the operation of a permitted use, such as private garages, sheds, barns, stables, greenhouse, swimming pools, etc., but not including residential occupancy. Home occupations as permitted in this title. One-family dwellings. Signs as permitted in this title. The keeping of animals and fowl for personal use or family food production (not for commercial use), subject to those qualifying regulations and special conditions set forth under paragraphs C and E.   2. Conditional Uses:
    Cemeteries. Churches and similar places of worship. Essential public utility and public service installations, such as and shall include business offices, repair, sales, storage or similar facilities. Limited retail business, including small convenience grocery stores, specialty shops, small repair shops and other low volume businesses operated within completely enclosed buildings or stores. Privately operated day nurseries, preschools and kindergartens; provided, that any play area is enclosed on all four (4) sides to a height of at least four feet (4'). Privately owned community centers operated on a nonprofit basis serving residential areas. Public or private schools. Public parks, playgrounds, libraries, community buildings and similar public service facilities serving residential areas. Service businesses (limited, inside) consisting of building or buildings for serving needs of persons where all services are rendered and all business is conducted within an enclosed building and where people are served on an individual basis or in small groups, but not entertained, including bank, professional office, dental and medical clinic, governmental office and office for handling paperwork. Any retail sales made in connection with this use shall be clearly incidental to the primary service use from which the major part of the income is derived. Other uses determined by the Planning Commission to be consistent with the purposes of this district. (Ord. 18-277, 2-15-2018)
  3. Qualifying Restrictions:

  4. Qualifying Regulations:
    1. Animal Regulations:
      1. Minimum Lot Size For Animals: No animals shall be kept on any lot or parcel where less than three thousand two hundred (3,200) square feet of the lot is used as a livestock management area. For purposes of this provision "livestock management area" shall include all portions of the lot or parcel used as sheds, barns, coops, corrals, pastures, stables, gardens or cultivated grounds where animal waste is spread, but shall not include the area of the lot or parcel devoted to dwellings, sidewalks, driveways and lawn.
      2. Maximum Number Of Animals Allowed Per Lot:
        1. The number of animals kept on any lot or parcel shall not exceed two (2) animal units, in any combination, per three thousand two hundred (3,200) square feet of area of the lot which is used as a livestock management area. Each unit shall consist of:
          1. Two (2) cows; or
          2. Two (2) horses; or
          3. Two (2) donkeys; or
          4. Two (2) mules; or
          5. Four (4) pigs; or
          6. Eight (8) adult sheep or llamas; or
          7. Sixteen (16) feeder lambs; or
          8. Eight (8) goats; or
          9. Twenty four (24) rabbits; or
          10. Fifty (50) fowl.
        2. An animal unit shall not include any species of animal not listed above, nor shall any animals of the species not listed above be kept on any lot, nor shall fractional animal units be permitted.
        3. The number of any animals kept on any lot or parcel shall not exceed fifteen (15) animal units. (Ord. 18-277, 2-15-2018)
  5. Special Conditions:
    1. Aesthetic Requirements; Protection Of Lyman Row Residential Zone Characteristics: The following special provisions shall apply in the Lyman Row Residential Zone in order to protect its essential characteristics:
      1. The space required around buildings and structures shall be kept free from refuse and debris.
      2. All areas in which animals are kept shall be completely surrounded by an adequate fence or other barrier sufficient to prevent the escape of such animals.
      3. Peripheral fences may be erected on the property line.
      4. All barns, corrals, pens, coops or other areas in which animals are kept shall be kept in such conditions that no noxious odor is generated therefrom; that no such area becomes the breeding ground for insects or other pests; and that all other refuse shall be contained so as not to pollute any water or stream or constitute a public or private nuisance.
    2. Additional Application Requirements: In addition to the requirements of paragraphs D and E,1, a written statement containing the following information must be delivered to the City Zoning Officer prior to keeping any animals or fowl for personal use or family food production:
      1. The number of animals or fowl to be kept on the premises.
      2. The type of animals or fowl to be kept on the premises.
      3. The lot size where such animals or fowl will be kept.
      4. The type of structure or structures that will be placed on the premises for housing such an animal or fowl in compliance with paragraph E,1,b.
      5. An estimate of the time required for constructing such premises.
      6. A proposed plan to dispose of animal waste products and to keep the premises free from any noxious odors, in compliance with paragraph E,1,d.
    3. Changes Require New Application: Any person who changes the type or number of animals kept for personal use or family food production shall have an affirmative duty to file a new application and statement with the City Zoning Officer to assure compliance with the provisions set forth herein.
