CHAPTER 1

- COMPREHENSIVE PLAN

Sec. 5-1-1. - Purpose.

It is the purpose of this chapter to adopt preliminary reports, maps and drawings, with amendments thereto, in connection with the preparation of a comprehensive plan consisting of a written statement of goals and policies, maps and other drawings, and written material describing present and proposed future development of the city contiguous unincorporated area. The plan is advisory and according to law cannot regulate or control the use of private property in any way or cannot commit the city or any other public agency to the expenditure of public funds. The comprehensive plan or parts thereof may be implemented only when its proposals are incorporated in the official map, zoning, subdivision and other regulations and improvement projects duly enacted by the city council or other public agency.

Sec. 5-1-2. - Identification of material adopted by reference.

Previously printed maps, drawings and other descriptive material attached hereto and incorporated herein by reference and made a part of this chapter shall be identified by the following statement marked or stamped thereon: "Adopted by reference as part of the Preliminary Comprehensive Plan Ordinance, passed on September 3, 1968, by the City Council of the East Peoria, Illinois, approved by James C. Spinder, Mayor, Attest Robert L. Arnold, City Clerk."

Sec. 5-1-3. - Preliminary comprehensive plan adopted by reference.

The following preliminary maps, drawings and other descriptive material attached to the ordinance from which this chapter is derived and proposed amendments by the city planning commission, attached thereto, are incorporated by reference and adopted as a part of this chapter and shall be known as the preliminary comprehensive plan or parts thereof:

Preliminary Report One with Statement of Municipal Goals and Policies contained therein, dated May 1967.

(2)

Land Use Plan contained in Preliminary Report No. 2, dated January 1968.

(3)

Major Street and Transportation Plan contained in Preliminary Report No. 2, dated January 1968.

(4)

Community Facilities Plan contained in Preliminary Report No. 2, dated January 1968.

(5)

Capital Improvement Plan contained in Preliminary Report No. 2, dated January 1968.

Amendments to proposed Comprehensive Plan as outlined in letter to Mayor James C. Spinder from Mallory J. Craig, Chairperson of the city planning commission, dated June 24, 1968.

Central Business District Plan contained in Preliminary Report No. 2, dated January 1968.

Land Use Map prepared by Harland Bartholomew and Associates, dated June 1967, as amended by the city planning commission.

Sec. 5-1-4. - Availability of copies.

The city clerk shall keep in his or her office for inspection by interested persons at least three copies of this chapter, including such maps and other printed material herein adopted by reference, and any amendments thereof.

Sec. 5-1-5. - Preparation of final documents.

The chairperson of the city planning commission is authorized and directed to proceed with the publication of the final reports, maps and drawings into one document entitled, "The East Peoria Comprehensive Plan," so that the plan may be adopted by the city in its final and complete form.
