Modular, Factory-Built, or Mobile Homes
The following are the basic requirements that must be met if a manufactured, modular, factory-built, or mobile home is to be placed in a residential zone:
(1) A manufactured, modular, factory-built, or mobile home must, at the time of placement, adhere to the following requirements:
An individual manufactured, modular, factory-built, or mobile home may be placed on an individual single-family lot within any residential zone, providing it meets certain basic requirements as set out in ECMC 18.61.020. (Ord. 606 § 1, 2024; Ord. 516 § 1, 2016; Ord. 440 § 1, 2011)
The following are the basic requirements that must be met if a manufactured, modular, factory-built, or mobile home is to be placed in a residential zone:
(1) A manufactured, modular, factory-built, or mobile home must, at the time of placement, adhere to the following requirements:
(a) Two outside hose bibs;
(b) An electrical meter base which is integrated into the structure or standalone meter bases no further than five feet from structure are permitted.
(c) A covered two-car parking structure.
(2) A manufactured, modular, factory-built or mobile home must bear a state insignia from the Department of Labor and Industries, showing compliance with RCW 43.22.450 through 43.22.490 describing the rules and regulations for factory-built housing, which are as follows:
(a) Have a certification label from the U.S. Department of Housing and Urban Development (HUD);
(b) Have a steel frame that supports the door;
(c) Have a data plate on the interior of the home that contains the name and address of the manufacturer;
(d) Have a heat loss certificate that specifies the heating zone for which the home was designed;
(e) Have a serial number stamped on the front metal crossmember;
(f) Have a title issued by the Washington State Department of Licensing;
(g) The furnace and water heater have markings on them specifying that they may be used in manufactured/mobile homes;
(h) The main electrical panel box has four wires coming into it;
(i) The electric range and electric dryer have four connection points;
(j) There are labels on the exterior walls near each of the services (i.e., water inlet, electrical inlet and sewer drain);
(3) Foundations for manufactured, modular, factory-built or mobile homes must be provided in accordance with provisions of the State Building Code. The home must then be adequately anchored to its foundation.
(4) A manufactured, modular, factory-built, or mobile home unit must comply with all applicable codes for sewage disposal, water supply, and other utilities.
(5) A manufactured, modular, factory-built, or mobile home unit must meet all setback and other requirements of the zoning title or subdivision regulations. (Ord. 606 § 1, 2024; Ord. 516 § 1, 2016; Ord. 440 § 1, 2011)
