Purpose.

These zoning regulations [have been] adopted after public hearing as required by state law [for the purpose of] promoting the health, safety, and general welfare of the community. These regulations are also designed to prevent the overcrowding of land, as well as to avoid undue concentration of population that would create traffic congestion or overload public utilities and facilities. These regulations are established to ensure that city development takes place in an orderly and controlled manner in accordance with the city’s comprehensive plan.
