Except as hereinafter provided, no house or building shall be constructed, reconstructed, erected, converted, enlarged, or structurally altered; nor any house, building, or land used which does not comply with all the regulations established by this article.

The city council shall act as the zoning commission for the purpose of granting specific use permits, or changes in zoning classification, or amendments to these regulations.
