There is hereby established and adopted a geographical area of city impact, as shown on the map entitled, "area of city impact for Fairfield, Idaho", which map is incorporated herein as if the same were set out in full, and is hereby adopted as the official area of impact map, and is described as follows:
City impact area:
On the north: Work Road from Gardner Road on the west to Soldier Road and from Soldier Road eastward on the land boundary line to White Lane.
On the west: Gardner Road from Work Road on the north to Wilder Road on the south.
On the south: Wilder Road from Gardner Road on the west to Reynolds Lane on the east.
On the east: White Lane from one mile north of Highway 20 to Highway 20 and Reynolds Lane from Highway 20 to Wilder Road. (Ord. 223, 7-13-2006)
8-7-2: PURPOSE:
A. Pursuant to the mandate of Idaho Code section 67-6526, which requires, among other things, that cities and counties:
Shall adopt by ordinance a map identifying an area of city impact within the unincorporated area of the city; and
Shall, by separate ordinance, provide for the application of plans and ordinances for the area of city impact;
the Camas County planning and zoning commission and the Fairfield city planning and zoning commission have entered into and have conducted extensive negotiations regarding the area of impact.
B. The aforementioned negotiations considered the following factors:
1. Trade area;
2. Geographic factors; and
3. Areas that can reasonably be expected to be annexed into the city in the near future.
C. In establishing an area of impact, the planning and zoning commissions of the county and city negotiated and compromised, each with the other, and the city planning and zoning commission did submit to the city council the questions of:
1. Area of city impact, and
2. The plan and ordinance requirements that should apply thereto. (Ord. 223, 7-13-2006)
8-7-3: GOVERNING PLAN; CITY ORDINANCES:
A. The comprehensive plan and subsequent amendments thereto, together with the zoning and subdivision ordinances, and subsequent amendments thereto, as officially adopted by the city, and all national and state codes so adopted shall apply to the agreed upon area of city impact.
B. Within the area of impact, city ordinances, rules and regulations shall not apply to any parcel of land twenty (20) acres or larger used solely for agricultural purposes. (Ord. 223, 7-13-2006)
