CHAPTER 1123

Base Zoning Districts

1123.01 ZONING DISTRICTS ESTABLISHED.

   (a)    All land in the City is classified in one of the base zoning districts established in this Chapter. As such, base zoning districts serve as the foundation for all zoning-related standards.
   (b)    The following zoning districts are established for the City of Fremont, Ohio:

1123.02 DISTRICT PURPOSE STATEMENTS.

   (a)    R-1 Single-Family Residential District. The purpose of the R-1 District is to provide an area for medium to low density, residential development. The only permitted residential use shall be single-family.
   (b)   R-2 Mixed Residential District. The purpose of the R-2 District is to permit a variety of residential development in areas that can accommodate them without disturbing the character of the surrounding neighborhoods. Residential uses permitted in the R-2 District include one- and two-family dwellings. Three-family dwellings may be permitted if a valid conditional use permit is obtained.
   (c)    R-3 Multiple-Family Residential District. The purpose of the R-3 District is to provide areas for the introduction of multiple-family residential development including apartment buildings, condominiums, manufactured home parks and other similar developments.
   (d)    R-O Residential/Office District. The purpose of the R-O District is to provide increased flexibility to those areas that are intermediate between commercial and residential areas.
   (e)    B-1 CBD Central Business District. The purpose of the B-1 Central Business District is to encourage the viability of the commercial core of the City of Fremont. By locating more intensive commercial uses in close proximity to each other, each use will support and benefit the others.
   (f)    B-2 General Commercial District. The purpose of the B-2 District is to accommodate extensive commercial uses that require large lots, usually for display and/or outdoor storage purposes, and highway oriented businesses that require highway or thoroughfare frontage for visibility and ready accessibility for their customers who come from a sizeable trade area extending well beyond the City of Fremont.
   (g)    I-1 Wholesaling and Light Industry District. The purpose of the I-1 District is to allow for wholesale operations and limited nuisance industry.
   (h)    I-2 General Industrial District. The purpose of the I-2 District is to reflect the existing pattern of industrial establishments in the community, to allow for their future expansion and to delineate additional industrial land for new industry. The intent is to designate those lands that have the best industrial development potential by virtue of good access to the state highway network and/or railroad right of way, that are capable of being fully served by all necessary utilities, and are somewhat removed from adjacent residential development and housing.
   (i)    C Conservancy District. The purpose of the C Conservancy District is to preserve areas of open space. In some cases, construction shall be restricted so as to protect lands necessary to convey floodwaters.
   (j)    IC Institutional Campus District. The purpose of the IC, Institutional Campus District is to accommodate large institutional uses in campus-like settings, such as hospitals, schools and colleges. The IC District is intended to promote and enhance the development and expansion of medical, educational and other large institutional uses while minimizing the adverse impacts that can result when such uses are located near residential neighborhoods.

1123.03 CONFORMITY WITH DISTRICT REGULATIONS.

   No building or structure shall be erected or altered, nor any land within the corporate limits used, except when in conformity with the regulations prescribed for the districts established by this Chapter and designated by the official Zoning Map.
