It is the intent to permit manufactured home parks that house only independent manufactured homes, and to have such manufactured home parks located along major thoroughfares.

1137.02 MANUFACTURED HOME PARK REQUIREMENTS.
(a) Manufactured home parks shall be a conditionally permitted use only within the R-3 Multiple-Family Residential District.
(b) No existing manufactured home park may be expanded unless the requirements of this Zoning Ordinance are met, and such park is approved according to Section 1137.03: Park Approval Process.
(c) A manufactured home park shall:
(1) Be designed, constructed, operated and maintained so as to be harmonious and appropriate in appearance with the character of the vicinity of the proposed park.
(2) Conform with the Ohio Administrative Code Chapter 4781.12; Manufactured Home Parks and meet or exceed the minimum requirements of the Sandusky County Health District.
(3) Have vehicular approaches to the property which shall be so designed as to conform to existing traffic patterns and limitations on the surrounding public streets.
(4) Be a minimum of eight (8) acres except for additions or extensions.
(5) Meet or exceed the minimum requirements of the Sandusky County Health District.
(d) The following are allowed accessory uses in a manufactured home park:
(1) Accessory storage structure to be used in conjunction with the manufactured homes provided such structure is attached to a permanent foundation in accordance with the building code.
(2) Building or permanent structure used exclusively to provide accessory services for occupants of the park such as a recreation facility, laundry room or manufactured home park office.
(3) Accessory building or structure clearly incidental to a manufactured home and attached thereto such as a carport. Any accessory building shall be attached to a permanent foundation and constructed in accordance with the building code.
(4) Parks and playgrounds and noncommercial recreational facilities such as swimming pools, tennis courts and the like.
(e) Individual manufactured homes located within the manufactured home park shall have a minimum floor area of 500 square feet.
(f) Each manufactured home site shall contain an area no less than 4,000 square feet and at least forty (40) feet wide.
(g) A perimeter yard is required for each manufactured home park. All parking, buildings, structures, and manufactured homes shall be so sited so as to provide a setback of at least twenty-five (25) feet from all lot lines. This twenty-five (25) foot perimeter yards shall be landscaped and cannot be used for anything other than passive open space or a required roadway entrance into the manufactured home park. Whenever a manufactured home park is bounded by land which is both zoned and used for single-family dwellings the common border between the manufactured home park and the existing single-family dwelling shall be buffered by either a continuous fence, trees, or shrubbery in accordance with Section 1147.08: Landscaped Buffer Area Abutting Residential.
(h) Each manufactured home park must be managed by an operator licensed in accordance with Section 4781.12.23 of the Ohio Administrative Code. The operator shall establish rules governing the operation and maintenance of the manufactured home park. Such rules and changes thereto, shall be conspicuously posted and provided to each occupant as they initially enter the manufactured home park.

1137.03 PARK APPROVAL PROCESS.
(a) Manufactured Home Parks are subject to the Site Plan Review procedures of Chapter 1161.
(b) Applications may be obtained from the office of the Zoning Inspector and returned to that office after completion.
(c) In addition to the required application form, the following information shall be provided as part of the application:
(1) The proposed location, site size, total number of manufactured home sites to be developed and the production schedule for the development.
(2) The proposed location, size and use of the nonresidential portions of the tract including useable open space, parklands, playgrounds and other areas and spaces, including their suggested ownership.
(3) The proposed provisions for water, sanitary sewer, surface drainage and fire protection facilities, including engineering feasibility studies or other pertinent information.
(4) The proposed traffic circulation pattern, including location of public and private streets, curbs and gutters, walks and other access ways showing their relationship to existing street and topographic features.
(5) Information on the use or reuse of existing features such as topography, drainage ways, tree cover, structures, streets and easements.
(6) Deed restrictions, covenants, easements and encumbrances to be used to control the use, development and/or maintenance of the park.
(7) An application fee in conformance with the flat commercial fee as established by Council.
