PURPOSE AND INTENT
This comprehensive amendment is adopted to the end that:
A
Adequate natural light, pure air, privacy, convenience of access to property, and safety from fire, explosion, noxious fumes, panic and other dangers may be secured;
B
Overcrowding of land may be prevented;
C
Undue concentration of population may be avoided;
D
Value of land and structures throughout the village may be conserved;
E
Congestion in the public streets and highways may be lessened or avoided;
F
Hazards to persons and damage to property resulting from the accumulation or runoff of stormwater or floodwater may be lessened or avoided;
G
Aesthetic values throughout the village may be preserved and enhanced;
H
The demographic and economic stability of the village be maintained; and
I
Public health, safety, comfort, morals, convenience and general welfare may otherwise be promoted.
To achieve these ends, the comprehensive amendment sets forth regulations and standards to:
A
Encourage the most appropriate use of land throughout the village;
B
Regulate and limit the height and bulk of structures hereafter to be erected;
C
Establish, regulate, and limit setback lines along streets;
D
Regulate the intensity of land use and determine the area of permanent open space;
E
Classify, regulate and restrict the location of trades and the location of structures designed for business, industrial, residential and other specified uses;
F
Divide the village into zoning districts of such character, number, shape and area, as are best suited to effect the foregoing purposes;
G
Prohibit structures or uses incompatible with the character of such districts;
H
Prevent additions to and alterations or remodeling of existing structures in such a way as to avoid the restrictions and limitations lawfully imposed in this comprehensive amendment;
I
Fix standards to which structures therein shall conform;
J
Provide for the gradual elimination of structures and uses which are incompatible with the character of the districts in which they are located;
K
Define and limit the powers and duties of the administrative officers and bodies as provided in this comprehensive amendment; and
L
Prescribe penalties for the violation of the provisions of this comprehensive amendment or of any amendment thereto.
