- COMPREHENSIVE PLAN
The comprehensive plan of the City of Grand Forks is adopted to protect and promote the public health, safety, comfort, convenience and general welfare and for the accomplishment thereof and is adopted for the purposes more particularly set forth as follows:
(1)
To assist in providing a definite plan for development of the city and territory adjacent thereto located within four (4) miles of its limits in any direction within the state, and to guide and regulate future growth of said area in accordance with said plan.
(2)
To provide a guide for the intelligent outlay of capital expenditures of the city for street and highway improvements.
(3)
To provide an authentic source of information as to the development of the city for prospective residents and investors therein.
(4)
To provide a pattern and plan for such future subdivision of land as may take place in the city and in its extraterritorial jurisdiction.
(5)
To obviate the menace to public safety resulting from inadequate provisions of traffic thoroughfares in connection with and as a result of the development of the city.
(6)
To prevent deterioration of property values and impairment of conditions which would result from the lack of plans designed to assure the orderly, harmonious and beneficial development of the city and territory adjacent thereto so that desirable agricultural, residential, commercial or industrial development is accomplished.

The Grand Forks Year 2050 Land Use Plan Update, together with all maps, information and data contained therein.
(B)
The Grand Forks-East Grand Forks Central Business District Plan Update 2009 (River Forks Downtown Update Plan), together with all maps, information and data contained therein.

The Grand Forks-East Grand Forks 2050 Metropolitan Transportation Plan Update, which contains the following sections.
1.
2023 Street and Highway Element, together with all maps, information and data contained within.
A.
Fare structure for transit;
B.
Vehicle types for transit;
C.
Bus routes.

2007 Street and Highway Element, together with all maps, information and data contained with the switching the time period of the 17th Avenue Overpass to the later time period and placing in its place to the mid-term period the urbanizing of S. Columbia Road.

It shall be the responsibility of the city engineer to maintain the street and highway plan and all amendments thereto. It shall be the responsibility of the city planning department to maintain and keep current all other elements of the comprehensive plan together with maps, data, and other information contained therein. The elements of the comprehensive plan shall be kept on file in city hall.
From and after the effective date of this chapter, the City of Grand Forks shall not accept, lay out, open, improve, grade, pave or curb any street or lay or authorize to be laid sewers or connections thereto or water mains or connections thereto in any street or right-of-way, or to the benefit of such street or right-of-way, within the territorial jurisdiction set forth in this section of this chapter unless such street or right-of-way:
(1)
Shall have received the legal status of a public street prior to the adoption of this street and highway plan;
(2)
Unless each street or right-of-way corresponds with a street shown on the street and highway plan or an amendment thereto.
From and after the effective date of this chapter, no building or structure shall be erected on any lot within the territorial jurisdiction set forth herein, nor shall a building permit be issued for such building or structures, unless the street giving access to the lot upon which said building or structure is proposed to be placed shall have received legal status of a public street; further, no building or structure may be erected within any existing street right-of-way or within any right-of-way reservation planned for future street and highway purposes.
The auditor of the City of Grand Forks shall cause to be recorded in the office of the register of deeds of Grant Forks County, North Dakota, a full, true and correct copy, duly attested, of this chapter including the "street and highway plan" map, designated herein, and a true and correct copy, duly attested, of any amendments thereto.
