- STREET NUMBERING AND DESIGNATION

12-4-1 - Definitions.

As used in this Chapter, the word "street" shall include avenues, roads, courts, drives, places, boulevards, lanes, or any other term used to describe a public way.

12-4-2 - Street Arrangement.

(A)

Specific rules regarding street arrangement are difficult due to the varying configuration of public ways within the Town of Grand Lake; however, the following general rules shall apply:

The 1979 northerly Town boundary shall constitute the base line for all numbering on the streets running predominantly north and south, and the 1979 westerly Town boundary shall constitute the base line for all numbering of streets running east and west.

Upon annexation, all those portions of streets which are continuations of streets intersecting the northerly base line and extending predominantly north shall hereinafter bear the prefix "north", and all those portions of streets which are a continuation of streets intersecting the westerly base line and extending predominantly west shall hereinafter bear the prefix "west."

3.

Streets which are not a continuation of streets which intersect the base lines referred to above shall not carry a prefix except as hereinafter provided.

4.

Generally, the continuation of blocks for addressing purposes will be four hundred feet (400') from west to east and two hundred feet (200') from north to south. The width of the streets or alleys shall not be included in the distances.

12-4-3 - Numbers Required—Duty of Owners.

(A)

It is the duty of the owner or occupant of every building in the Town to number such building in accordance with the provisions of this Chapter and with the numbers assigned by the Town of Grand Lake.

(B)

Town staff shall assign to every building its proper number.

(C)

The expense of the physical house numbers shall be paid by the owner of the building.

(D)

No street numbers shall be placed upon any building or property within the Town of Grand Lake contrary to the regulations herein.

12-4-4 - Structure of Numbers.

(A)

Town staff shall prepare and maintain a uniform system of street addresses to include the Town of Grand Lake and an area reasonably adjacent to the Town of Grand Lake in which structures are located.

(B)

All structures facing upon any street shall be assigned a number Town staff.

Beginning at the base lines with the number one (1) numbers shall be assigned to each building or lot.

(a)

Numbers shall be consistent on a street, increasing in four-digit increments, every twenty-five feet (25') of frontage on a street as an alternative or in underdeveloped areas.

(C)

Structures fronting streets predominantly from the west and from the north shall bear odd numbers in their last digit, and structures fronting streets predominantly from the east and south shall bear even numbers in their last digit.

(D)

Diagonal and curvilinear streets shall be numbered in a manner according to their predominate line of direction with the entire length of the street considered.

(E)

Circle or curve streets extending or departing at less than a right angle direction from another street shall be treated as if they ran parallel to that street.

12-4-5 - Assignment.

(A)

Town staff shall assign to each house or building within the Town its proper street number and shall deliver, to the owner a certificate designating such number.

(B)

Any certificate so issued shall pertain to the number of only one (1) building or lot.

12-4-6 - Style of Numbering.

(A)

The number as required by this Section and as assigned by Town staff shall be conspicuously placed in a position that is plainly legible and visible from the street fronting the property.

Where access is by means of a private drive or road, and the building numbering cannot be viewed from the public way, an approved roadside address sign shall be required.

(a)

This sign must be installed on the private property within fifteen feet (15') of the closest edge of the driving surface of the roadway and located within ten feet (10') of the driveway for the property.

(b)

This sign may be no less than six feet (6') above the ground on a durable metal post, affixed to a tree, or other acceptable means.

(B)

The numbers shall be four inches (4") high with a minimum stroke width of one-half inch (½") and shall contrast with their background color.

Reflective numbers are preferred for easy recognition by emergency services personnel.

12-4-7 - Removal and Damage.

It shall be unlawful for any person to tear down, remove, or in any way mutilate or damage any address number placed upon a building or address sign within the Town of Grand Lake.

12-4-8 - Map of Street Numbering.

A map of the street numbering shall be constructed, maintained, and updated by Town staff.

12-4-9 - Building Permit.

No building permit shall be issued for a new structure until a street number assignment has been made by Town staff.

12-4-10 - Appeals.

A property owner may appeal the numbering assigned to his property to the Board of Trustees by filing a written notice containing the reasons for the appeal addressed to the Board of Trustees. The Board of Trustees shall determine the correct numbering.
